The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:          

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson 
  3. Peggy Backus – Councilperson – Absent
  4. Tim LaTourette – Councilperson
  5. Brian Albanese – Councilperson

Others:

  1. Michelle Phoenix – Town Clerk
  2. Ron VanValkenburg – Highway Superintendent
  3. Nancy Roberts – Bookkeeper – Via Zoom
  4. Toro Ruben

Floor Time: Mr. Ruben was here to inquire about the sale of the Kelsey Community House.

RESOLUTION # 57      APPROVAL OF MINUTES

A motion was made by Buttel, seconded by Layton, approving the minutes of the regular meeting for August 11, 2020

Albanese – Abstain, All others in favor.   Motion Carried.

RESOLUTION # 58 ABSTRACT OF CLAIMS

On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for September 8, 2020 as follows:

General Fund: $5,297.02

Highway Fund: $20,614.52

All in favor – Motion carried.

Monthly Financial Reports:

RESOLUTION #59  TOWN CLERK

On Motion by LaTourette, seconded by Albanese it was moved to receive, approve and place on file the Town Clerks August 2020 monthly report.

All in favor – Motion Carried

RESOLUTION # 60 SUPERVISOR REPORT

On motion by LaTourette seconded by Layton, it was moved to approve and place on file the supervisor’s monthly financial reports as of 8/31/2020 dated 9/8/2020.  

All in favor – Motion Carried

RESOLUTION #61  SEWER DISTRICT ABSTRACT OF CLAIMS

On motion by LaTourette, seconded by Buttel to approve the sewer districts Abstract of Claims for September 8, 2020 as follows $4285.67

All in favor – Motion carried.

RESOLUTION #62  SEWER DISTRICT FINANCIAL

On motion by Albanese seconded by LaTourette it was moved to approve and place on file the sewer districts monthly financial report as of 8/31/2020 dated 9/8/2020.

 All in favor, motion carried.

OLD BUSINESS

RESOLUTION #63

Kelsey Community House – On motion by Albanese, seconded by LaTourette it was moved to sell the Kelsey Community House with the Bid process at a starting bid of 30,000. For bids to be accepted up top 7PM at next month meeting and the bids opened and awarded thereafter.

All in Favor – Motion carried.

The 2021budget worksheet for the Town and Sewer district was provide for the board to review and to start discussion  

NEW BUSINESS

The parking lot for the Town building was resurfaced and it will have to wait until next year for the lines to be redone.

REPORTS:

Sewer District workers report – September’s report provided

Assessor – None

Planning Board – None

Dog control Officer – None

Highway Superintendent

  1. Stoning and oiling of roads has been done.
  2. Mowed the back sides of the leach fields
  3. Have had many complaints about the intersection of Herrick Hollow and Bride street on obstruction of view due to the Pine trees owned by H. Buttel growing out in the road. These trees need trimming and was agreed upon by Buttel but he will get with the Town boys and they will discuss the trimming.   

Supervisor –

  1. Received an invoice from Young/ Sommers for $187 on a short conversation Bill had with a lawyer about the fire tower. Nancy called them and they deleted the invoice and there will be no charge.  
  2. Received the check for the fire tower grant in the amount of $4,000 for the engineer charge.
  3. On motion by Layton, seconded by Buttel to approve the charges for the box that is being built by Wagner welding for the box of one of the Town Truck in the amount of $7,200. Vote – All in favor. Motion carried. – RESOLUTION #64
  4. RESOLUTION #65. On motion by Layton seconded by LaTourette to approve the completed Standard work day reporting for elected and appointed officials for 2020. Vote – All Ayes, Motion Carried
