Monthly Archives: June 2014

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:05 pm in the Town meeting room, Trout Creek, NY. With Peggy Backus leading in the Flag salute.
 

Present:

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Peggy Backus – Councilperson
  4. Brian Albanese – Councilperson – Arrived at 7:30pm
  5. Tim LaTourette – Councilperson

 

Others:

  1. Michelle Phoenix – Town Clerk
  2. Nancy Roberts – Bookkeeper
  3. Scott Polomcean – Resident

 
 

Guest Speakers: Scott Polomcean – Scott questioned the Board on the reasoning why his child was turned down for payment to attend 4-H Camp this summer. Scott explained he was a resident of the Town of Tompkins and has his son 3 days a week and that his son attends the local 4-H Group. The board advised Scott they will take those circumstances into consideration and contact Scott with their decision after this evenings meeting.
 

Minutes Approval:
On motion by Buttel, seconded by LaTourette, it was moved to approve the minutes of the regular board meeting held on April 14, 2014.
Vote: All AYEs – Motion Carried.
 

Monthly Financial Reports:
Town Clerk / Tax Collector Report –
On motion by Buttel, seconded by LaTourette, it was moved to receive, approve and place on file the Town Clerk/Tax Collector monthly report for April 2014.
Vote: All AYEs – Motion carried.
 

Supervisor’s Report –
Supervisor’s monthly report was reviewed with the Board by Nancy Roberts/Bookkeeper to the Supervisor. On motion by Buttel, seconded by Backus, it was moved to approve and place on file the financial report, dated April 30, 2014.
Vote: All AYEs – Motion carried.
 

 

Other Reports:
Planning Board – March 2014 report provided for Board to review
 

Assessor – May 2014 Monthly report was provided for Board to review.
 

Highway Superintendent –

  1. Due to the harsh winter there was more road damage then past years. Crew is starting to fix bad spots with patch. When the pug mill is here they will be going over those spots again.
  2. Need to re – seal a portion of Dryden Road starting at Walton Mt Rd and ending around Jim Gardepe’s residence.
  3. Ron had contacted John Reynolds about the abandonment of Rock Rift Road. John stated there was a procedure that needs to be followed and that he would review that with Ron so that the process could get started.
  4. Ron questioned about hiring summer help – Bill stated he has not heard from the County yet on if there will be an approval.
  5. Guys have been hauling gravel
  6. Been changing pipes on roads and have changed 4 driveway pipes
  7. Ron questioned if Bill had received any information in the past about the grants that other Towns are receiving. Ron stated if it is something we can get he would like to try to get a truck box. Bill stated he will look into it.
  8. Ron pointed out the cost to get Johns truck box repaired. Ron stated there is another truck that needs to get done and asked the board if they want to get it repaired or wanted to get a steel box.

 
Dog Control Officer –

  1. OVVA and West Brook Vet Clinic agreed to be the Towns on Call Vet in case of emergency. The Board decided to use both of them incase on is closed when needed.

 

Supervisor –

  1. 4-H Camp – Upon reviewing the circumstances of Mr. Polomceans son. The Board agreed to pay the fee for his son to attend 4-H Camp. The Board also discussed they need to go back and review reasoning for the Town of Tompkins paying for Towns Children to attend camp. This will be looked into and discussed at next month’s meeting.
  2. Received a signed stipulation (signed by Judge Lambert) from Beebe for 2013-2014.
  3. Bill sent a letter to Roberta Dunker requesting a date for negotiations of the union contract. The contract is up for renewal.
  4. FEMA flood maps have been changed and now all 3 sewer district beds are in flood area also some town residence homes. Bill has contacted Graydon Dutcher and Kristen Jenyke to see what process will need to be done to get the maps changed. In turn Bill did find out that the Town will have to pay for this process to get done. But was told by Kristen that there may be help to pay for this and she would look into it. Spencer Duvall from Del Co stated he will set up a meeting with Bill to discuss the changes in the new flood maps.

Other:
Sewer District
Change order #8 has not been received for the Board to sign.
1 Resident has not signed or sent payment for Lateral’s – Board discussed the next step that will need to be done. Kevin Young will take care of the legal matter with this.
DEP has approved and accepted functional completion on 4/23/2014 – It is now the Towns responsibility to take over any bills (utility).
 

Local 4-H group sent a letter requesting storage space for their supplies. Bill will ask them exactly how much space is needed due the building space is getting limited.
 
Resolution 8-2014 – To establish a reduced speed zone on NYS Route 206 through the hamlet of Trout Creek.
Motion to approve Resolution 8-2014 by Albanese, Seconded by Layton
Vote: Aye – LaTourette, Albanese, Layton
Abstain – Backus
Nay – Buttel
Motion Carried.
 
 

Abstract of Claims:
On motion by Layton, seconded by Backus, it was moved to approve the Abstract of Claims for May 12, 2014 as follows:
General Fund: $3280.32
Highway Fund: $33267.57
Vote: All AYEs – Motion carried.
