The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:10 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:
1. William Layton – Supervisor
2. Howard Buttel – Councilperson
3. Peggy Backus – Councilperson
4. Tim LaTourette – Councilperson

Others:
1. Michelle Phoenix – Town Clerk
2. Ron VanValkenburg – Highway Superintendent
3. Nancy Roberts – Bookkeeper – Via Zoom

RESOLUTION # 48 APPROVAL OF MINUTES
A motion was made by Buttel, seconded by LaTourette, approving the minutes of the regular meeting for July 14, 2020
All in Favor – Motion Carried.

RESOLUTION # 49 ABSTRACT OF CLAIMS
On motion by Backus, seconded by Buttel, it was moved to approve the Abstract of Claims for August 11, 2020 as follows:
General Fund: $2,540.87
Highway Fund: $25,995.61
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION #50 TOWN CLERK
On Motion by Backus, seconded by Buttel it was moved to receive, approve and place on file the Town Clerks July, 2020 monthly report.
All in favor – Motion Carried

RESOLUTION # 51 SUPERVISOR REPORT
On motion by LaTourette seconded by Backus, it was moved to approve and place on file the supervisor’s monthly financial reports as of 7/31/2020 dated /11/2020.
All in favor – Motion Carried

RESOLUTION #52 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by Buttel to approve the sewer districts Abstract of Claims for August 8, 2020 as follows $2,968.85
All in favor – Motion carried.

RESOLUTION #52 SEWER DISTRICT FINANCIAL
On motion by LaTourette seconded by Buttel it was moved to approve and place on file the sewer districts monthly financial report as of 7/31/2020 dated 8/11/2020.
All in favor, motion carried.

OLD BUSINESS –
Michelle forgot to advertise the permissive referendum for Kelsey Community house / property. It will be advertised.

NEW BUSINESS –
The 2021 Budget process is started.
Resolution #53 – On motion by Layton seconded by Buttel to approve the Heart of the Catskills humane society yearly agreement
All in favor, motion carried

REPORTS:
Sewer District workers report – August’s report provided
Assessor – None
Planning Board – None
Dog control Officer – DCO was called out to a dog bite complaint.

Highway Superintendent –
1. Summer help is done
2. We had a heavy rain even and Barbour Brook and Dry brook had pipes and ditches were filled with debris. Guys cleaned all out.
3. Been getting things ready to seal roads
4. Working roads, cut trees, worked on equipment
5. Hauled some grindings from State Highway 10, from repairs NYS DOT are doing to the road.
6. Found a hole on Herrick Hollow road just past lake Cecil road, it has been fixed.
7. Ron had contacted a lady in Binghamton on the chips money and she stated thus far any bills that have been submitted have been approved and paid. She stated at this time she is not sure how much of the to cover any CHIPS money that may be withheld. Ron asked the board why he couldn’t use the funds from DA5110.2 to complete the work of roads if some of any CHIPS funds are withheld.
RESOLUTION 54- Motion made by Layton seconded by Buttel to use funds from DA5110.2 to cover any CHIPS funds that may be withheld from the state to finish roads.
All in Favor, Motion Carried

Supervisor –
1. Received an email stating The U.S. Board on Geographic Names (BGN) has received a proposal from the proponent of Tompkins to change the name of Sherruck Brook to Parnassus Brook. The stream begins in the Town of Masonville and flows through Steam Mill State Forest and NYCDEC lands in the Town of Tompkins. Bill stated that in the email the brook has been named Sherruck Brook sense 1880 and feels there is no need to change it. All maps Town, County and State have the brook named Sherruck Brook.
RESOLUTION 55 – On motion by Layton, Seconded by Backus to deny the said proposal, All in Favor – Motion Carried.

2. The Town of Tompkins has been awarded a $4,000 grant to hire an engineer service to inspect and to see all what’s needed to make the fire tower safe for public use. This is a matching grant and the Town of Tompkins needs to match the grant with $1,000. RESOLUTION 56 – On motion by Buttel, seconded by LaTourette to approve using $1,000 out of the building fund for the grant. All in Favor – Motion Carried.

Other – Ron Questioned if they could take out the paint and supplies for the salt shed out of the Building fund and not his budget. Bill stated he didn’t see why not.
