Monthly Archives: April 2021

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:

Stone Bids –
RESOLUTION #31AWARD OF STONE BID
Received stone bids from Carver stone and Cobleskill
On motion by Buttel, seconded by Backus it was moved to accept the low bid from Carver Stone and to purchase stone from Cobleskill Stone for availability purposes.
Vote: All in favor – Motion carried.

RESOLUTION # 32 APPROVALS OF MINUTES – February Regular Meeting
A motion was made by Albanese, seconded by Layton, approving the minutes of the regular meeting held on February 9, 2021.
Vote: All in favor – Motion Carried

RESOLUTION # 33 ABSTRACT OF CLAIMS
On motion by Backus, seconded by Albanese, it was moved to approve the Abstract of Claims for March 9 2021 as follows: General Fund: $17,318.27 Highway Fund: $21,912.18.
All in favor – Motion carried.


Monthly Financial Reports:
RESOLUTION #34  TOWN CLERKS MONTHLY REPORT
On motion by Albanese, seconded by Buttel it was moved to receive, and place on file the Town Clerks, monthly report for the month of February 2021.
All in favor – Motion Carried

RESOLUTION # 35 SUPERVISOR MONTHLY REPORT
On motion by Albanese, seconded by LaTourette, it was moved to approve and place on file the supervisor’s monthly financial reports as of February 28, 2021 dated 3/9/2021.
All in favor – Motion Carried

RESOLUTION # 36 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by Albanese to approve the sewer districts Abstract of Claims for March 9, 2020 as follows $2,645.07.
All in favor – Motion carried.

RESOLUTION #37 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Layton it was moved to approve and place on file the sewer districts monthly financial reports for February dated 3/9/2021.
All in favor, Motion carried.


OLD BUSINESS
Sale of Kelsey house – Received a offer from Marc and Melissa Layton for purchase in the amount of $12,561.00 and they would pay all closing costs / Legal fees for the sale.
Resolution #38SALE OF KELSEY HOUSE TO MARC AND MELISSA LAYTON
On Motion by Albanese, seconded by Buttel to accept the offer from Marc and Melissa Layton of $12,561 with the agreement they cover all closing and legal fees associated with the sale.
Vote: Buttel, LaTourette, Albanese, Backus – Ayes, Layton – Abstain

Resolution #39STANDARD WORK DAY REPORTING
On a motion by Albanese, seconded by LaTourette the Town of Tompkins Town Board hereby approves Standard workday reporting for elected and appointed officials for the New York state and Local Retirement system. All in favor – Motion Carried. 

Layton spoke with Mr. Dester on Tower Mountain to discuss the FIRE TOWER access through his property. Mr Dester will think about it.
Layton was contacted by Robert Gibson of the Tianaderrah Foundation about a donation for the repairs to the fire tower. Layton had meeting with Mr. Gibson and he donated $25,000 towards the repairs.
The board was extremely grateful for the donation.

Layton was contacted by the officials running the 4-H CAMP and they explained the fees for campers in 2021 went up due to the COVID issues.
Received letters of interest to go to 4-H Camp in 2021 from Delana and Richelle Wood.

Resolution #40 – CANNONSVILLE CEMETERY LOT FEES
On motion by Buttel, seconded by LaTourette to raise lot fees as follows, 5×10- $300, 10×10 – $600, 10×20 – $1,200
All in Favor. Motion Carried


NEW BUSINESS
Lawn mowing bids for the Sewer District and Town property to go in the paper for advertisement and to award at the April meeting.


REPORTS:

Sewer District workers report – Provided

Assessor – None

Planning Board – None

Dog control Officer – None

Highway Superintendent

  1. Taking care of roads
  2. Used a lot of grit this year
  3. Have been out plowing / salting 5 more times this year than last year on county and city roads.
  4. Have been doing minor repairs
  5. Scott’s truck (2013 International) went to Ben Funk for an antifreeze leak.
  6. Would like to purchase a tow behind broom, will look into prices and bring back to the board.
  7. Would like to start crushing gravel at end of the month
  8. Received word we would be getting full amount of CHIPS money this year
  9. Was told that we could get money for covid relief
  10. Started specs on new 2022 truck.


Supervisor –

  1. Bill would like to look into getting drop boxes installed for the Town Clerk and Court that drop items inside the building.
  2. Going to have to start looking into repairs to the Town hall.
