The regular monthly meeting of the Town of Tompkins Town Board
was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY.

 

Present:

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Tim LaTourette – Councilperson – Arrived at 7:19PM
  4. Peggy Backus – Councilperson
  5. Carl Stuendel – Councilperson

 

Others:

  1. Ronald VanValkenburg – Hwy Superintendent
  2. Michelle Phoenix – Town Clerk
  3. Nancy Roberts – Bookkeeper to the supervisor
  4. Brian Albanese

 

Pledge to the flag was led by Howard Buttel

 

Minutes Approval:

On motion by Stuendel, seconded by Buttel, it was moved to approve the minutes of the Board meeting held on August 9, 2011.

Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:

Town Clerks Report:

On motion by Stuendel, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk’s monthly report for August.

Vote: All AYEs – Motion carried.

 

Supervisor’s Report:

The Town’s monthly financial report was reviewed with Nancy Roberts, bookkeeper to the Supervisor.

On motion by Stuendel seconded by Buttel it was moved to receive, approve and place on file the Supervisor’s Financial Report.

Vote: All AYEs – Motion carried.

 

Guest Speakers:

Brian Albanese – Questioned the issues with flooding on Bridge St. and State Rt. 206. Ron explained he has received a permit from DEC and the
creek will be getting a temporary fix.

 

Other Reports:

Report – Planning Board

None

 

Report – Assessor

None – The board discussed that now they have the extra room
they would like to see the assessor move all Town of Tompkins files to the Town
of Tompkins office building and to have the assessor hold office hours at least
one day per month. Bill will discuss this with the Assessor.

 

Report – Highway Superintendent

  1. CHIPS work is done still awaiting the money.
  2. Ditch work has been done on numerous roads
  3. Rip Rap has been placed on Dry Brook along with drive way pipes being replaced.
  4. Hauled some grit.
  5. Scrap Metal  – Still have not received money
  6. Need more Grit for this year, board also needs to up the amount of grit money for the 2012 budget
  7. Salt shed, paper shed, and fuel shed have been painted by summer help.
  8. Discussed Hurricane Disaster and the flooding
  9. Pipe at George Kehr that boarders the state land needs repair.
  10. 95 Chevy needs clutch work
  11. Cat loader – Eye on end of cylinder snapped off and Dana has fixed.
  12. Hurricane Irene – Loads of trees down but we had minor road damage.
  13. Hurricane Lee – Minor damage, worst hit was LaTourette Rd.

 

Report – Dog Control Officer

  1. Questioned what board would like to do with residents that did nothing with summons that were sent out, after much discussion board agreed that this may be the Judge’s decision and in the mean time contact Deb from Ag and Markets and see if she has any ideas.
  2. 2 Dogs were picked up and taken to shelter.
  3. The dog crate the DCO currently has is falling apart and is beyond repair, after much discussion a motion was made by Layton, seconded by Buttel to purchase a new dog crate. Vote: All AYEs – Motion Carried.

 

Report- Supervisor

  1. Town Signs – Bill has emailed the drawings that Hanna Wagner drew up too Jamie Mullineaux, still awaiting his response on the cost.
  2. Building fund – Discussion on using it for school house and or the pole barn. It was discussed into looking for a grant for the school house.
  3. Cannonsville Cemetery – Paperwork for putting the cemetery in the Town of Tompkins name is at lawyers and when Bill called Lawyer to see how the process was coming, it was found that the paperwork had been misplaced. In the meantime someone is interested in purchasing burial plot’s, Bill has gone through this with
    this person and agreed to sell a 10×90 plot for $1,000 when the paperwork that is at the Lawyers is complete.
  4. Received the money from the City for plowing.
  5. The Boom Mower  has been paid for.

On motion by Stuendel, seconded by Buttel, it was moved to approve the Abstract of Claims for September, 2011 as follows:

General Fund: $ 9274.05
Highway Fund: $ 208983.82
Capital Fund: $ 688.98

Vote: All AYEs – Motion carried.

On motion by Layton and seconded by Stuendel, it was moved to accept the minutes as read back

Vote: All AYEs – Motion carried.

 

The meeting was adjourned at 8:45

On motion by LaTourette, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk’s July monthly report.

Supervisor’s Report:

Guest Speakers:

Brian Albanese – Asked if he could put a campaign sign in the Town Building yard. The Board stated he could not due to the fact that you are not allowed to place a campaign sign within a certain number of feet of a polling place.

Report – Planning Board

Report – Assessor

None
 

Report – Highway Superintendent

  1. 2 Inch Top has been put down on Higley Spur, part of Higley Rd, Bobs Brook, Windfall and Gray Road.  They will be sealed up in about 2 – 3 weeks.
  2. Cleaned up the lot behind the Salt Shed ( Old TC Sports Bldg)
  3. Will be putting in rip rap on Dry Brook.
  4. More Ditch and Brush work has been done.
  5. Ron questioned how much the scrap metal brought.
  6. Questioned the Stream Corridor Project, and repairs for Chamberlain Brook, Pine Swamp and Mormon Hollow.
  7. Ron asked for more money for Grit also for Sealing of the roads. Much discussion went on about this. The board agreed to hold a special meeting when Ron gets numbers for the cost of sealing the roads.
  8. Summer help ends this week (8/12/2011).

 
Report – Dog Control Officer

  1. 6 Summons issued
  2. Received a call from a resident on Lower Loomis about a dog on their property, picked dog up and took to the owner.
  3. Received a cruelty call, checked it out and was unfounded.
  4. Have 15 dog owners not home when went out to give summons. After much discussion the board agreed to have the summons mailed to dog owners return registered receipt.
  5.  Received a Letter from an upset resident that had received a summons. Board reviewed

 
Report- Supervisor

  1. Vicky Hornbeck will be stripping and waxing floors.  A motion was made by Stuendel to pay Vicky $12 per hour to do floors, Seconded by Backus.              Vote: All AYEs – Motion Carried.
  2. Chris McLaughlin asked if she could place a Barn Quilt (American Flag) on the outside of the Town building, After much discussion a motion was made by Buttel to allow Chris to do so, seconded by LaTourette.                                                                                                 Vote: All AYEs – Motion Carried
  3. Resolution 15 – 2011 – On Motion by LaTourette, seconded by Buttel it was approved to approve Resolution 15 – 2011, The Establishment of the Trout Creek Sewer District in the Town of Tompkins.                                                                                                               Vote: All AYE’s – Motion Carried

 

Correspondence

Ron had received and provided the blue prints from Hannah Wagner for the Town of Tompkins signs – Board reviewed, No action taken.
 

Other

On August 1st at 6:00 pm the board met to discuss FEMA Hazard Mitigation Plan.

On motion by Backus, seconded by LaTourette, it was moved to approve the Abstract of Claims for August 8, 2011 as follows: General Fund: $ 15,044.20, Highway Fund: $ 14,480.59,

Capital Fund: $ 3130.51

Vote: All AYEs – Motion carried.
