The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:01 pm in the Town meeting room, Trout Creek, NY. With Tim LaTourette leading in the Flag salute.

RESOLUTION # 80 APPROVALS OF MINUTES – August’s Regular Meeting
A motion was made by LaTourette, seconded by Buttel, approving the minutes of the Regular meeting held of August 10, 2021.
Vote: Buttel, LaTourette – Aye, Albanese – Abstain, Motion Carried

RESOLUTION # 81 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by LaTourette, it was moved to approve the Abstract of Claims for September 14, 2021 as follows:
General Fund: $6,193.86
Highway Fund: $18,162.10
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION # 82 TOWN CLERKS MONTHLY REPORT
On motion by LaTourette, seconded by Albanese it was moved to receive, and place on file the Town Clerks, monthly report for the month of August 2021.
All in favor – Motion Carried

RESOLUTION # 83 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by Albanese, seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of August 31, 2021 dated 9/14/2021.
All in favor – Motion Carried

RESOLUTION # 84 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by LaTourette, seconded by Buttel to approve the sewer districts Abstract of Claims for September 14, 2021 as follows: $2772.71
All in favor – Motion carried.

RESOLUTION #85 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Buttel it was moved to approve and place on file the sewer districts monthly financial reports for August 2021 dated 9/14/2021.
All in favor – Motion carried.

OLD BUSINESS – 
Code Enforcer / Building Inspector position – Joe Reynolds will be done the end of 2021. The Position will need to be filled. Layton asked Nancy to let the board know he has spoken to the Town of Hancock Code Enforcer to see if he would be interested in the position. The board decided that all surrounding Towns code enforcers should be advised of the position and to see if any of then would be interested. If they get no interests the position will need to be advertised.

Albanese reported on the meeting him and Layton had with the resident on Tower Mountain with the request of getting a right of way to the Fire Tower for repairs. Albanese stated the property owner is still not willing to give the town the right of way. Albanese stated he had ideas for different options along the lines of the fire Tower.

NEW BUSINESS
It was found the Town of Tompkins Town Hall is in need of a new roof. Albanese will look into getting quotes to see if it can be done for under $20,000 to avoid the bid process. He will come back to the board with the quotes.

The board reviewed the 2022 budget worksheets. At the October 12th meeting the 2022 budget will be presented.

REPORTS:
Sewer District workers report – Provided  

Assessor – None

Planning Board – None 

Dog control Officer – None

Highway Superintendent
1. Ron provided the board with an equipment list with their ages.
2. Cold patching, cutting and chipping of trees, Boom mowing, ditching with pipe replacement, equipment worked on all has been done.
3. Stoning and oiling has been done.
4. Helped Deposit and Walton.
5. The 2006 International needed walking beams and shocks.
6. There is still a delay on Trucks and ordering of them, Ron has heard it is backed up possible 2 years.

Supervisor –
Delaware County Fair Board wants to thank the Town of Tompkins for their help with the grindings.

RESOLUTION #86
On motion by Albanese, seconded by Buttel, it was approved to advertise the snow removal for the Sewer district and to award bids at the October 12th meeting.
