The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY with Tim LaTourette leading in the Flag salute.

Present:

      RESOLUTION # 26-2026 APPROVAL OF MINUTES
      On motion by William Layton, seconded by Tim LaTourette, it was moved to approve the Meeting Minutes for February 10, 2026 as amended. 
      Vote: All in favor – Motion carried. Councilperson Backus abstained

      RESOLUTION # 27-2026 ABSTRACT OF CLAIMS
      On motion by Brian Albanese, seconded by Tim LaTourette, it was moved to approve the Abstract of Claims for February as follows:
      General Fund: #53-70 $7,989.90
      Highway Fund: #50-64 $23,781.77
      Sewer: #4-9 $10,967.46
      Vote: All in favor – Motion carried.

      RESOLUTION # 28-2026 TOWN CLERK’S MONTHLY REPORT
      On motion by Brian Albanese, seconded by Howard Buttel it was moved to receive, and place on file the Town Clerks, monthly report for February.
      Vote: All in favor – Motion Carried.

      RESOLUTION # 29-2026 SUPERVISOR MONTHLY FINANCIAL REPORT
      On motion by Brian Albanese, seconded by Tim LaTourette, tabled until next Town meeting April 14, 2026.

      RESOLUTION # 30-2026 SEWER DISTRICT ABSTRACT & MONTHLY REPORT
      On motion by Brian Albanese, seconded by Howie Buttel, tabled until next Town meeting April 14, 2026

      RESOLUTION # 31-2026 AUDIT TOWN OF TOMPKINS COURT RECORDS
      On motion by Brian Albanese, seconded by Tim LaTourette it was moved to approve and place on file the Audit for the Town of Tompkins Court Records for Fiscal Year 2025.
      Vote: All in favor – Motion Carried.

      RESOLUTION # 32-2026 COURT CLERK PATRICIA WOOD TO BE ADDED TO THE JUSTICE COMMUNITY BANK ACCOUNT
      On motion by Brian Albanese, seconded by William Layton it was moved to approve and place on file Court Clerk Patricia Wood to be added to the Justice bank account.
      Vote: All in favor – Motion Carried.

      RESOLUTION # 33-2026 TOWN CLERK TANIA BACKUS TO ATTEND NYS TOWN CLERKS ASSOCIATION CONFERENCE APRIL 19 – 22, 2026
      On motion by Brian Albanese, seconded by William Layton it was moved to approve Town Clerk Tania Backus to attend NYS Town Clerks association conference. 
      Vote: All in favor – Motion Carried.

      RESOLUTION #34-2026 HIGHWAY SUPERVISOR RON TO PURCHASE TRACTOR WITH 2 YEAR WARRANTY
      On motion by Brian Albanese, seconded by Howard Buttel it was moved to approve and purchase a 2022 tractor with equipment and trade-in of old tractor. The 2022 tractor will come with a two-year warranty.
      Vote: All in favor – Motion Carried.

      OTHER: Obtaining quotes for April meeting to do a shred day in June

      OLD BUSINESS:
      1. Solar Law – The board was invited to attend this meeting on Thursday, March 12, 2026 at 7:00 p.m.

      SEWER DISTRICT: Monthly report provided

      ASSESSOR: No report

      PLANNING BOARD:  No report

      DOG CONTROL OFFICER: No report

      TOWN CLERK:
      I have been charged with collecting $2,714,971.77 of my warrant. Of this amount, I am 81% collected.

      I will be changing my office hours Starting in May to:
      Tuesdays 4:30pm – 6:30pm
      Thursdays 4:30pm – 6:30pm
      First Saturday every Month 9a-12pm
      Other Times by appointment

      HIGHWAY SUPERINTENDENT:
      Ron advised they have been plowing, sanding roads, making repairs, and cutting up trees. Plowed the Sewer district 5 times at $500.00 charged for each. Suit-Kote coming to determine which roads we will be able to oil and stone for CHIPS reimbursement Ron appointed Randy Mclaughlin to be hired for grooming for the town. He would also like to hire two people for summer help.

      SUPERVISOR:
      William Layton advised schoolhouse water froze. Fixed leak and replaced filter.
