The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:10 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:

Minutes Approval:
On motion by Buttel, seconded by Backus, it was moved to approve the minutes of the regular meeting for March 12, 2019
Vote: All Ayes – Motion Carried.

Abstract of Claims
On motion by Backus, seconded by Buttel, it was moved to approve the Abstract of Claims for April 9, 2019 as follows: General Fund: $6,234.86 Highway Fund: $32,628.05
Vote: All AYEs – Motion carried.

Monthly Financial Reports:
Town Clerk:
On motion by Backus, seconded by Layton, it was moved to receive, approve and place on file the Town Clerk monthly report for March 2019.
Vote: All AYEs – Motion carried.
Michelle also reported that thus far 87% of the 2019 taxes have been collected

Supervisor’s Report:
On motion by LaTourette seconded by Backus, it was moved to approve and place on file the supervisor’s monthly financial report as of 3/31/2019 dated April 9, 2019.
Vote: All AYEs – Motion carried.

On motion by Backus, seconded by Buttel to approve the Abstract of Claims dated April 9, 2019 for the sewer district in the amount of $3340.04
Vote – All Ayes – motion carried

On Motion by LaTourette, seconded by Buttel it was moved to approve the Trout Creek Sewer District Monthly Financial Report dated 3/12/2019
Vote – All Ayes – Motion Carried

Other Reports:
Sewer district workers report – Provided – Brett was also here to discuss his concerns with the amount of high flows during snow melt and rain storms. It is possible that there is a resident that has connected a sump pump to the sewer lines. Brett and Shane will be out investigating the situation and in the mean time suggested we find a way to notify those on the system of not hooking drain lines to the tanks.

Highway Superintendent
1. Ron has received a letter from Navistar that the truck has officially been ordered
2. Ron asked that when DTC comes through if they could get dedicated fax line.
3. Tim Oralls will be out for shoulder surgery in the near future. Ron questioned if he could hire someone to take his place while he is out. This matter will be looking into as to if a person can be hired full time and not receive benefits.
4. Ron questioned the status of setting up a highway committee. Bill stated he is looking into it further.
5. Ron stated once again that the 2013 – 1Ton is rusting around the under carriage an he would like to replace it before it gets to bad. Ron stated it is still a good-looking truck and would have value to the public. Ron would like to replace it this fall.
6. The 2005 Loader needs a paint job, Sam contacted Tepco and the cost would be $4,000 – 4,500 for a new paint job. Ron stated this loader will be going to the gravel bank in Afton soon.
7. Ron questioned if he was going to get summer help this year and if they had to be 18. It was explained he probable would but they must be 18 yrs of age per the labor laws.
8. Been out cutting brush
9. Out 63 times in 2018/2019 snow season clearing roads. That is down from last year of 78.
10. Working on equipment
11. The 2007 International needs a steering box and a power steering pump.
12. The 2013 1Ton needs fuel and transfer pump.
13. The 2007 International needs a clutch job and stadium quoted it would cost about $3318.96
14. Ron has been reviewing as to what roads he would like to resurface this year. He will get back to the board with what roads he feels are in need to be done.
15. Cobleskill stone contacted Ron because they want to get trucking stone.

Supervisor
1. Received a donation from Kingswood Methodist.
2. Chad Trimbell will be getting in contact with Bill as to what needs to be done for the switch from Reeds generator service to Chad servicing the generators.
3. Ed Engleman has submitted the grant for the fire Tower for about $80,000.
4. Bill needs to look into the right of way for the fire tower. There seems to be some confusion.
5. A resident requested a school bus stop sign somewhere on finch hollow. Bill and Ron are going to see exactly where the resident needs it and if it is needed.
6. Lynne submitted the school house rental form to Michelle. There are some changes the board would like. Michelle is going to type them up and send it back to Lynne for her to review.
7. NYC is resurfacing co rt 27 from Loomis to St Rt 10 and asked if the Town had a problem with them dumping fill by Mormon Hollow. Bill stated that it is City property so not sure what the Town has to do with it.

On motion by Layton, seconded by Backus to approver the following campers to attend 4-H camp in 2019. Lila Trimbell, Sophia Piro, Richelle Wood, Delena Wood, Lena Storrer, Kair Storrer, Kylie Wood, Karlee McClenon.
