Monthly Archives: July 2021

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Brian Albanese – Councilperson
Howard Buttel – Councilperson – Absent
Peggy Backus – Councilperson
Tim LaTourette – Councilperson

Others: Michelle Phoenix – Town Clerk
Ron VanValkenburg – Highway Superintendent
Nancy Roberts – Bookkeeper 

 

AWARD OF 2500 HD TRUCK
No bids received.
Discussion to place on what was advertised and the bid specs that were drawn up. It was decided to rebid the Truck with the truck committee getting together and bringing back to July’s meeting the specs they come up with for the board to approve prior to advertisement.

RESOLUTION # 59 APPROVALS OF MINUTES May’s Regular Meeting
A motion was made by Albanese, seconded by Layton, approving the minutes of the Regular meeting held on May 11, 2021.
Vote: All in favor – Motion Carried

RESOLUTION # 60 ABSTRACT OF CLAIMS
On motion by Backus, seconded by LaTourette, it was moved to approve the Abstract of Claims for June 8, 2021 as follows:
General Fund: $3,831.47
Highway Fund: $128,262.05
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION #61  TOWN CLERKS MONTHLY REPORT
On motion by LaTourette, seconded by Backus it was moved to receive, and place on file the Town Clerks, monthly report for the month of May 2021.
All in favor – Motion Carried

RESOLUTION # 62 SUPERVISOR’S MONTHLY FINANCIAL REPORT
On motion by Albanese, seconded by Layton, it was moved to approve and place on file the supervisor’s monthly financial reports as of May 31, 2021 dated 6/8/2021.
All in favor – Motion Carried

RESOLUTION # 63 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Albanese, seconded by LaTourette to approve the sewer districts Abstract of Claims for June 8, 2021 as follows: $530.81.
All in favor – Motion carried.

RESOLUTION #64 SEWER DISTRICT FINANCIAL
On motion by Backus seconded by Albanese it was moved to approve and place on file the sewer districts monthly financial reports for May 2021 dated 6/8/2021.  
All in favor, Motion carried.

OLD BUSINESS
Albanese contacted Velten’s law care to discuss the Hold harmless agreement. Velten stated he would speak with his insurance company and get back to Albanese. Albanese has yet to hear back from Velten’s.
It was decided to let them continue to mow for 2021 with the agreement that Velten’s are asked not to bid on the project if they are going to refusing to sign required paperwork.

Layton stated the money for the sale of the Kelsey house has been received.

Approval of Emile Bregenborg, Delana Wood, Richelle Wood to go to 2021 4-H camp. Still need an essay from others before approval.

NEW BUSINESS –  

REPORTS:
Sewer District workers report – Provided  

Assessor – None

Planning Board – Layton received reports from the beginning of 2020 until present. They were reviewed. 

Dog control Officer – None

Highway Superintendent
1. Three miles of Tower Mountain has been paved. The county will help with shoulder work with their machine and an operator.
2. There has been an issue with a beaver on Tower Mountain and is being taken care of.
3. Working roads, boom mowing, ditching and mowing
4. Work has been done on Readburn Rd
5. Have been out helping other Towns
6. The 2013 International (Scotts Truck) is once again at allegiance for repairs. It has been losing power.
7. The Town will be receiving more money in CHIPS this year ( Apx $330,000)

Supervisor –
1. The new secure mail boxes are in for drop off mail, one will go to Court room and one for Town clerk’s office. Frank Morgan has been contacted for insulation.
2. Was approached by a community committee member questioning as to the status of the new swing set for the school house lawn. Layton stated he thought the committee was getting back to the board with a smaller size set so they could look into placement on the property due to limited space.
3. Layton questioned summer help. As of now Ron has not received any applications yet he has not advertised for it. The board will ask around and see if they have any inquires.
4. Layton stated that the airport on South dry brook has opening for fund raisers.
5. Delaware Co has looked into old right of ways the state may have had for the fire tower and found none. Layton spoke to the County Lawyer as to the right of way for the fire tower. Layton and Albanese will go and once again approach the land owner for a right away.
