The January meeting of the PB was called to order by Paul Bartholomew
at 7:00 pm.

Those present: Paul Bartholomew, Tim Bennett, Charles Koehler, Angela Porpora, and Sean Leddy for the County.

There being nothing to come before the PB, Sean Leddy took advantage of the time to discuss some pertinent items taking place in the county.

The minutes from the November meeting were read. Motion to accept the minutes as read was made by Charles Koehler and seconded by Tim Bennett Motion passed.

The meeting adjourned at 8 pm.

Thursday, February 13, 2020

The January meeting of the PB was called to order by Paul Bartholomew
at 7:00 pm.

Those present: Paul Bartholomew, Tim Bennett, Charles Koehler, Angela Porpora, and Sean Leddy for the County.

Charles Koehler was given the key to access the Town Hall building in case that Paul was not available.

There being nothing to come before the PB, Sean Leddy took advantage of the time to discuss some pertinent items with regard to the 2020 Census.

The minutes from the November meeting were read. Motion to accept the minutes as read was made by Charles Koehler and seconded by Tim Bennett Motion passed.

The meeting adjourned at 8 pm.

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Tim LaTourette leading in the Flag salute.

RESOLUTION # 25 APPROVAL OF MINUTES
A motion was made by Buttel, seconded by LaTourette approving the minutes of the regular meeting for February 11, 2020 with corrections, approving the minutes for the April 14, 2020 Zoom meeting.
All in Favor – Motion Carried.

RESOLUTION # 26 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for May 12, 2020 as follows:
General Fund: $5,390.30
Highway Fund: $105757.02
All in favor – Motion carried.

 

Monthly Financial Reports:

RESOLUTION # 27 TOWN CLERK
On Motion by Albanese, seconded by Backus it was moved to receive, approve and place on file the Town Clerks March and April 2020 monthly report.
All in favor – Motion Carried

RESOLUTION # 28 SUPERVISOR REPORT
On motion by Albanese seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of 3/31/2020 and 4/30/2020 dated 5/12/2020.
All in favor – Motion Carried

RESOLUTION # 29 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by LaTourette to approve the sewer districts Abstract of Claims for May 12, 2020 as follows $1375.06
All in favor – Motion carried.

RESOLUTION # 30 SEWER DISTRICT FINACIAL
A motion was made by Albanese seconded by Layton it was moved to approve and place on file the sewer districts monthly financial report as of 4/30/2020 dated 5/12/2020.
All in favor, motion carried.

 

OLD BUSINESS –
Due to the COVID Situation the Town Board agreed to withhold the bids for the Town Lawn mowing and the Sewer District mowing and trimming and to ask the those who mowed in 2019 if they would continue contract for 2020. Layton spoke to the person that mowed the Town properties for 2019 and he stated he did not want to mow in 2020 due to prior obligations. Layton contacted the other bidder from 2019 Philip Hanley and asked if he wanted to mow in 2020 for the bid he submitted in 2019. Philip Hanley agreed to mow the Town Properties for $65 a mow. A discussion took place that the bid Hanley submitted in 2019 was for $60.00. On motion by Layton, Seconded by Buttel it was moved to approved and to pay Philip Hanley $65.00 per mow of the Town of Tompkins properties

Michelle contacted Velton Landscaping the company that mowed the SD properties in 2019 and also asked if they were interested in mowing of the SD Properties in 2020 for the bid submitted of $125.00 in 2019 and also asked if they would mow the strip of land between the bed and state highway 206 per the boards request. Velton and if there would be an addition charge – Brian Velton stated he would but at an additional fee of $25 per mow.
On motion by Albanese, seconded by Layton, it was moved to approve to pay Veltons landscaping $150.00 for the 2020 season and to take addition fee of $25 from the 2020 SD budget.

Opposed – Backus
Motion Carried – RESOLUTION #32

During the Covid situation Ron submitted to the board the Agreement of Highway monies for 2020 to send to Delaware County in the total amount of $23,4744.84. On motion by Albanese, seconded by Layton to approve the amount provided and to not exceed the amounts provided until we are sure we are going to receive CHIPS monies for 2020,

Albanese would like to get the Kelsey house property advertised for surplus property.

LaTourette heard that the 2020 4-H Camp was cancelled for the year. The board is going to table approval of campers until there is confirmation of cancellation.

 

NEW BUSINESS – NONE

REPORTS:
Sewer District workers report – April and Mays report provided

Assessor – Wendy stated she is sitting with the tentative assessment roll.
Wendy also reported that Grievance day is May 26th and due to the Covid situation this year all grievances will be have to be mailed in or dropped off in the drop by by the property owner and be in their hands on May 26, they will only need 2 for a quorum on grievance day, Wendy will call 2 Board members the two days before grievance day and advise them if she has received any grievances and if they need to come in and review them. If they receive none no one will have to come in. Wendy asked the board if they will still pay them if they work or not seeing how they will have to keep their schedule open incase something comes in,
On Motion by Layton, seconded by Buttel to pay the board if they have a meeting or not to review grievances.

Planning Board – None – Did not meet due to Covid

Dog control Officer – None

Highway Superintendent –
1. Ron would like to hire the Decker girl for the summer

2. Ron would like to get 2 summer help.

3. Ron stated last he heard we are possibly getting the same in CHIPS monies as 2019

4. Ron wants to start the road work in the middle of June

5. The creamery door is in.

6. Working roads, working on equipment.

7. Took 54 Loads of Gravel to Tower Mountain.

8. The guys have been helping the County and using the Athey machine

9. Would like to look into getting the new 10-wheeler undercoated, and one of the 1 tons. Nancy will call the company where she has her vehicle done and see if they can do it and the cost.

10. Ron stated he would still like to replace the 1995 and get a new one this year. The board stated that they would like to get all equipment sold and trucks ordered here and paid for before entertaining buying more trucks.

11. Ron need bill of sale for the 2006 because it was sold for $25,000 along with the plow and wing.
On motion by Albanese, seconded by Layton to approve the Sale of the 2006 to Hayes Construction in the amount of $25,000 pending the purchase agreement being signed.

12. Sold 4 Loader tires. A truck box for $4650.

Supervisor –
1. Received a Phone call from James Harris on Windfall Run road and he stated he is now a full time resident and would like to know if they now maintain the road. Ron agreed.

2. Sandy McClenon asked if it would be okay for the 4-H group to set a collection box at the Town hall for the Walton Food Bank.
