Monthly Archives: March 2021

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Peggy Backus leading in the Flag salute.

Present:   
William Layton – Supervisor
Brian Albanese – Councilperson
Howard Buttel – Councilperson
Peggy Backus – Councilperson
Tim LaTourette – Councilperson

Others:
Michelle Phoenix – Town Clerk
Ron VanValkenburg – Highway Superintendent
Nancy Roberts – Bookkeeper – Via Zoom
Toro Ruben

Floor Time: Toro Ruben spoke to the board about the Kelsey house and what he was willing to offer to purchase it.
Mr. Ruben stated he would offer $3,000 for the property.
Supervisor Layton stated that Marc Layton would offer $15,000 for the property.
After a short discussion took place a Motion was made by Albanese, seconded by Buttel to allow Mr. Ruben and Mr. Layton to provide an offer in writing within a week and to decide to include or not include the closing costs in the offer they submit.
Vote: Buttel, LaTourette, Albanese and Backus – AYE, Layton – Abstained – Motion Carried

RESOLUTION # 20 APPROVALS OF MINUTES – January Regular, Reorganizational, Audit of books, Health officers.
A motion was made by Albanese, seconded by Layton, approving the minutes of the Regular, Reorganizational, Audit of Books, and Health Officers meetings on January 12, 2021.
Vote: Buttel, LaTourette, Albanese, Layton – AYE – Backus – Abstained

RESOLUTION # 21 ABSTRACT OF CLAIMS
On motion by Backus, seconded by Albanese, it was moved to approve the Abstract of Claims for January 2021 as follows:
General Fund: $10,083.69
Highway Fund: $21,089.03
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION #22  TOWN CLERKS
On motion by Backus, seconded by Buttel it was moved to receive, and place on file the Town Clerks, monthly report for the months of January 2021.
All in favor – Motion Carried

RESOLUTION # 23 SUPERVISOR REPORT
On motion by Backus seconded by LaTourette, it was moved to approve and place on file the supervisor’s monthly financial reports as of January 29, 2021 dated 2/9/2021 with the acknowledgement that the Town Clerks January report was not included on the supervisor’s report.
All in favor 3- Motion Carried

RESOLUTION # 24 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Layton, seconded by Buttel to approve the sewer districts Abstract of Claims January 2020 as follows $2680.99.
All in favor – Motion carried.

RESOLUTION #25 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Layton it was moved to approve and place on file the sewer districts monthly financial reports for January dated 2/9/2021. 
All in favor, Motion carried.

OLD BUSINESS
Resolution #26 – On motion by LaTourette, seconded by Buttel to approve the 2021 shared service agreement.
All in favor – Motion Carried. 

Resolution #27 – On motion by Buttel, seconded by Backus to approve the COOP plan.
All in favor, Motion Carried

NEW BUSINESS
Resolution #28 – On motion by Backus, seconded by Layton to approve the Retention and Disposition Schedule for New York Local Government Records (LGS-1).
All in favor – Motion Carried

Resolution #29 – On motion by Backus Seconded by LaTourette for the Town of Tompkins to pay for Town of Tompkins youths to attend 2021 4-H Camp. All those that wish to attend shall provide a letter or interest to the Town.
All in favor, Motion carried.

REPORTS:
Sewer District workers report – Provided

Assessor – None

Planning Board – None

Dog control Officer – None

Highway Superintendent
1. Ron filled out the 2021 Agreement for the Expenditures of Highway Monies
2. Taking care of roads during storms, a lot of material has been used,
3. Working on trucks
4. Will start the spec process for a 10-wheeler and an extended cab 4×4 pick up.

Supervisor –
1. Bill has been working with JR Bogart from Gates and Cole on insurance quote
2. Bill was contacted by an individual requesting to purchase a plot in the Cannonsville Cemetery. Bill looked up past prices and found the charge was $125. Bill told the individual the price

Other – None

Correspondence: – Received a donation from Ed Peck in the amount of $200 to go toward the restoration of the Fire Tower.
