On Motion by Layton seconded by Buttel it was moved to take notice of the fact that the 2021 annual reports of the above Supervisor, Town Clerk, Town Justice and  Sewer District offices were received and found to be satisfactory to the best of their knowledge.

Official Newspaper: RESOLUTION #11
Resolved: on Motion by Layton seconded by Buttel it was moved to designate The Reporter as the official newspaper during the year 2021 for the purpose of legal matters.

Official Radio Station: RESOLUTION #13
On motion by Albanese seconded by Layton it was moved to designate the Walton Radio Station WDLA/92.1 Big Cat Country as the official radio during the year 2021 for the purpose of local announcement to the Town Residents.
Vote: ALL AYEs. Motion Carried.

Salaries: RESOLUTION #14
On motion by Albanese seconded by Layton  it was moved that the Salaries of the Town officers for the year 2021 are fixed in the budget and that the Supervisor is authorized to pay the approved salaries.
Vote: All AYEs. Motion carried.

Highway Expenditures: RESOLUTION#15
On motion by Albanese seconded by Layton it was moved that Highway Superintendent to be authorized make purchases as per the procurement policy.
Vote:  All AYEs. Motion carried.

Meeting Dates: RESOLUTION #16
On Motion by Albanese seconded by Layton  it was moved to hold regular monthly meetings for 2021 on the second Tuesday of every month at the Town Meeting Room Trout Creek, NY except for the November meeting which will be held the first Thursday following the General Election. 
Vote: ALL AYEs. Motion Carried

 Mileage rate: RESOLUTION #17
On motion by Albanese seconded by Layton  it was moved to set mileage rate at 50.5 cents per mile for use of private vehicle on Town Business.

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Howie Buttel leading in the Flag salute.

Bid Opening for Stone crushing
RESOLUTION #1 On motion by LaTourette seconded by Buttel to accept stone crushing bid received from Northern/Carver at $4.00 a yard and bid received from Clark at $4.45 a ton and to leave the discretion of what company will crush up to Ron.
All in favor – Motion carried

RESOLUTION # 2 APPROVAL OF MINUTES
A motion was made by Albanese, seconded by Layton, approving the minutes of the regular meeting for November 5, 2020. (No meeting in December 2020 due to COVID 19.)
All in favor – Motion Carried.

RESOLUTION # 3   ABSTRACT OF CLAIMS
On motion by LaTourette, seconded by Buttel, it was moved to approve the Abstract of Claims for
December 2020 –
General Fund: $35,900.59
Highway Fund: $32,941.82
and January 12, 2021 –
General Fund $4,859.67
Highway Fund: $ 17,809.20
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION #4    TOWN CLERKS
On motion by Albanese, seconded by Layton it was moved to receive, and place on file the Town Clerks, monthly report for the months of November 2020 with corrections and December 2020’s.
All in favor – Motion Carried

RESOLUTION # 5   SUPERVISOR REPORT
On motion by Albanese seconded by LaTourette, it was moved to approve and place on file the supervisor’s monthly financial reports as of December 31, 2020 dated 1/12/2021 and to except as the 2020 year-end report.
All in favor – Motion Carried

RESOLUTION # 6   SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by LaTourette, seconded by Buttel to approve the sewer districts Abstract of Claims for December 2020 as follows $8,002.05; and for January 2021 as follows: $2,607.56.
All in favor – Motion carried.

RESOLUTION #7 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Layton it was moved to approve and place on file the sewer districts monthly financial reports for November 2020 and December 2020 dated 1/12/2021.
 All in favor, Motion carried.


OLD BUSINESS
Kelsey Community house Layton had nothing to report. Albanese stated he will ask Neighbors to the property if there is any interest in a purchase. Layton will look into a realtor for advice on sale.

NEW BUSINESS
Resolution# 8:
On motion by LaTourette Seconded by Buttel to move $8,835.00 from Account A1620.2 to building reserve fund A230.
All in favor, motion carried.
A discussion took place of independent contractors vs. employee coding and it was decided it will remain the same.


REPORTS:
Sewer District workers report – December and January 2021 report was provided
Assessor – None
Planning Board – None
Dog control Officer – None
Highway Superintendent
1. Plowing, running a boom mower, working on equipment.
2. Fixed wash out after rain/snow melt.
3. The new 1 ton needs to go to Scoville Meno for repair.
4. Received gravel from Robinsons and happy with it.
5. Wants to replace the 2010 crew cab.
6. He would like to start the process for the purchase of a 1 ton that will be up in 2022.
7. Need to make a quicker turn with the trucks to get a better turn over Value for trade in.
8. Ron wanted to point out that the permit for the gravel bank is only good until 2023.
Supervisor –
1. Resolution #9: On motion by Albanese seconded by Buttel to set up fire tower account for donations. A200 was set up.
2. Ed Engleman donated $50.00
3. Nancy is working on the COOP plan worksheet requested by Delaware County department of planning.
4. Advised the property owner of Wagon wheel road that would like the road abandoned the process he needs to go through.
5. Need to update shared services contract will discuss next month.
