Monthly Archives: August 2021

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Howie Buttel leading in the Flag salute.

RESOLUTION # 66 APPROVALS OF MINUTES – June’s Regular Meeting
A motion was made by LaTourette, seconded by Backus, approving the minutes of the Regular meeting held on June 8, 2021.
Vote: Buttel -Abstain. Layton, LaTourette, Albanese and Backus in favor – Motion Carried

RESOLUTION # 67 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for July 13, 2021 as follows:
General Fund: $7,232.04
Highway Fund: $87,529.17
All in favor – Motion carried.

Monthly Financial Reports:

RESOLUTION #68  TOWN CLERKS MONTHLY REPORT
On motion by LaTourette, seconded by Buttel it was moved to receive, and place on file the Town Clerks, monthly report for the month of June 2021.
All in favor – Motion Carried

RESOLUTION # 69 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by LaTourette, seconded by Backus, it was moved to approve and place on file the supervisor’s monthly financial reports as of June 30, 2021 dated 7/13/2021.
All in favor – Motion Carried

RESOLUTION # 70 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by Albanese to approve the sewer districts Abstract of Claims for July 13, 2021 as follows: $3664.58
All in favor – Motion carried.

RESOLUTION #71 SEWER DISTRICT FINANCIAL
On motion by LaTourette seconded by Buttel it was moved to approve and place on file the sewer districts monthly financial reports for June 2021 dated 7/13/2021.
All in favor, Motion carried.

OLD BUSINESS
RESOLUTION #72 Approval for Kia Storrer, Lena Storrer, Carter Magann and Vivian Magann for payment to attend 2021 4-H camp. It was great to read the children’s essays.

NEW BUSINESS
Albanese spoke with Phil Hanley about what it would cost to get the stumps from the falling trees taken out around the Town Building. Phil stated he would get back to him next month with a price.

A discussion took place on completing a dog enumeration –
RESOLUTION #73 – On motion by Backus seconded by Albanese it was moved to do the post card enumeration to residents in Tompkins

REPORTS:
Sewer District workers report – Provided
Assessor – None
Planning Board – Received a payment for a boundary line adjustment. 
Dog control Officer – None

Highway Superintendent –  
1. Been out mowing roads
2. Getting roads ready to seal.
3. There was road damage to some roads from the July 12, 2021 rain storm, been out doing repairs but still a lot to go. 4. Been out checking for downed trees from wind storms
5. All the gravel has been crushed
6. The 2013 International (Scott’s Truck) is back in getting repairs. This truck keeps having issues and thus far the Town has spent over $20,000 in repair work on it.
7. Will be getting together with Tim and Howie to spec out a truck in the future.

Supervisor –

  1. Nancy and Bill have sent in the application for the American rescue plan. The Town expects to receive about $116,000.
  2. Bill wanted to explain the law on him voting during meetings. The law states his vote is a legal vote and that he is not only a tie breaker vote.
  3. The grant for the stream bank stabilization on Dry Brook, has been sent to Delaware County Planning for review.
  4. Bill is going to ask Joe Reynolds to stay.
  5. Have not been able to meet with Hank Dester.
  6. Bill was approached by Dave Stanton asking of the Town would write up a letter for them to get a liquor license faster. Upon consulting the board, A letter has been made from the Town of Tompkins in support for a liquor license for Rhonda’s Grill & Roadhouse (Former Huffs)
  7. Board reviewed the paperwork for adult use Cannabis retail dispensaries and on-site consumption sites. And the law to opt out of the Town of Tompkins to disallow cannabis retail dispensaries and on-site consumption sites. At this time the board decided to table the discussion and come back to it at a later time when they have more information.

Other
RESOLUTION #74
On motion by Albanese, seconded by Buttel, to approve and sign the agreement between the Town and Heart of the Catskills Humane Society for 2021 with the removal of Cats and to stipulate that if the owners are the pick up a dog, they are to pay the $40.00 fee for dog(s) brought in to their facility.
All in Favor – Motion Carried
