Monthly Archives: April 2019

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:10 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:

Stone/Pipe bid opening:
STONE
Received bids from Carver and Cobleskill stone and gravel
On motion by Layton, seconded by Buttel, to accept both Carver and Cobleskill for the purchase of stone.
Vote: All Ayes – Motion Carried

Pipe:
Received bid from Chemung Supply
On motion by Layton, seconded by LaTourette to accept the bid from Chemung Supply and to also use Jess F Howes for emergency purposes.
Vote: All Ayes – Motion Carried

Town Lawn mowing:
Received bids from Leo’s Lawn care, Phillip Hanley, GCS Construction and Veltons Landscaping.
On motion by Buttel, seconded by LaTourette to accept the bid from Kevin Stanton.
Vote: All Ayes – Motion Carried

Sewer District mowing and trimming:
Received bids from Leo’s Lawn care, Veltons landscaping and GCS Construction
On motion by Albanese, seconded by Buttel to accept Veltons Lawn care bid
Vote: All Ayes – Motion Carried

 

 

Guest Speaker: Lynne VanValkenburg from the TC Community committee spoke with the board about updates on the school house and what the community committee has planned for the year. Lynne asked as to what the status was with the rental form and charges to rent the school house. On motion by Layton, seconded by Buttel the rental fee would be $100, and the renters would receive back $25 up inspection of school house after rental and everything is found satisfactory, and that only Tompkins residents would be allowed to rent.
Vote: All Ayes- Motion Carried

Lynne will revamp the original agreement and send it to Michelle for the board to review. Lynne also asked if they could get a phone and internet installed at the school house.
Lynne stated that the grant was approved for the historical marker and it has been ordered a check will come to the town to reimburse for that cost. When the marker comes the Highway crew will install it.
Lynne also stated they found the original light that was missing up in the attic and is being put back up. Also the outside light is working and that there are minor electrical problems that need fixing.

Minutes Approval:
On motion by Albanese, seconded by Backus, it was moved to approve the minutes of the regular meeting for February 12, 2019
Vote: All Ayes – Motion Carried.

Abstract of Claims
On motion by Backus, seconded by Buttel, it was moved to approve the Abstract of Claims for February 12, 2019 as follows:
General Fund: $15,262.46
Highway Fund: $27,078.02
with a change to voucher number 57 to be $40.00
Vote: All AYEs – Motion carried.

Monthly Financial Reports:
Town Clerk:
On motion by Albanese, seconded by Layton, it was moved to receive, approve and place on file the Town Clerk monthly report for February 2019.
Vote: All AYEs – Motion carried.

Michelle also reported that thus far 82% of the 2019 taxes have been collected

Supervisor’s Report:
On motion by Buttel seconded by Layton, it was moved to approve and place on file the supervisor’s monthly financial report as of 2/29/2019 dated February 2019.
Vote: All AYEs – Motion carried.

On motion by Albanese, seconded by Backus to approve the Abstract of Claims dated March 12, 2019 for the sewer district in the amount of $3192.13
Vote – All Ayes – motion carried

On Motion by Albanese, seconded by LaTourette it was moved to approve the Trout Creek Sewer District Monthly Financial Report as of 2/29/2019 dated 3/12/2019
Vote – All Ayes – Motion Carried

Planning Board – None

Assessor – Provided – Wendy was here to answer any questions

Dog Control officer – Received a letter from Ag and Markets that we were in fault for not having a DCO

Highway Superintendent
1. Ron questioned as to what the board’s decision was on the purchase of the 2020 international. On motion by Buttel, Seconded by LaTourette to purchase the 2020 International from Ben Funk per bid submitted with the additional warranty. Vote – All Ayes – Motion Carried

2. Ron stated they were working roads

3. Been out cutting brush

4. A fire started under the hood of one of the trucks, it is currently at stadium getting repaired. The insurance company is involved and the truck is also still under warranty.

5. 2014 1 ton has a lot of rust and should be replaced.

6. The price of a stainless steel box from Tenco is $50,736 for the 2007 international

7. Ron stated he has not completed the agreement for expenditures of highway moneys he would like to include Tower mountain and bullock hill on it. He will complete it when he finds out how much will be received from CHIPS.

8. A water pump and gasket needs to be replaced on the chipper.

9. Ron questioned why he has to pay $68 toward the family plan and the rest of the guys only have to pay $38 bi weekly, Ron stated it has always been the policy that he always pays the same as the union employees. On motion by LaTourette, seconded by Buttel to drop Ron’s contribution to the same rates as the union contract states. Vote – All Ayes – Motion Carried.

Supervisor
1. We have received a check in the amount of $650.00 from the Buddhists in lieu of taxes.

2. Received the yearly $450.00 donation from the American Legion gun town post.

3. A Discussion took place on the proper bidding process and how the Town should do it.

Sewer District:
Sewer District workers report – March 20019 report provided

Other
Nancy explained that the Town website renewal would cost $28 to get rid of all the advertisements on it. Nancy went ahead and paid it. She stated that it would possibly cost $48 for the next renewal.

On motion by Albanese, seconded by LaTourette to approver Carter Magann to attend 4-H camp in 2019.
Vote – All Ayes – Motion Carried
