The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:05 pm in the Town meeting room, Trout Creek, NY.

 

Present:

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Tim LaTourette – Councilperson
  4. Peggy Backus – Councilperson – Arrived at 8:10
  5. Brian Albanese – Councilperson

 

Others:

  1. Nancy Roberts – Bookkeeper
  2. Michelle Phoenix – Town Clerk

 

 

Opening of Stone and Pipe bids:
Received bids for Stone from Cobleskill Stone and Carver Sand and Gravel LLC
On motion by Buttel, seconded by Albanese it was moved to accept the bid received from Carver Sand and Gravel LLC.
Vote: All AYES – Motion Carried

Received bids for pipe from Jess F Howes, Chemung Supply Corp. and Steel Sales Inc.
On Motion by LaTourette, seconded by Albanese it was moved to accept the bid received from Chemung Supply Corp, but in case of Emergency to allow purchase of pipe from Jess F. Howes.
Vote: All AYEs – Motion Carried

 

Guest Speakers: None

 

Minutes Approval:
On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the regular board meeting held on February 10, 2014.
Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:
Town Clerk / Tax Collector Report –
On motion by Buttel, seconded by Layton, it was moved to receive, approve and place on file the Town Clerk/Tax Collector monthly report for February 2014.
Vote: All AYEs – Motion carried.

 

Supervisor’s Report –
Supervisors monthly report was reviews with the Board by Nancy Roberts/Bookkeeper to the Supervisor. On motion by LaTourette, seconded by Buttel, it was moved to approve and place on file the financial report, dated February 28, 2014.
Vote: All AYEs – Motion carried.

 

 

Other Reports:
Planning Board – None

 

Assessor – March’s Monthly report was provided for board to review.

 

Highway Superintendent –

  1. Have been plowing and sanding. Thus far they have plowed 68 times this winter season
  2. Working on equipment / Cleaning shop
  3. Helped Hamden draw grit for 3 days, they will return the favor.
  4. Have done a small amount of sweeping of roads.
  5. Dana Wagner is putting a thumb on the backhoe
  6. Dana Wagner is working on one of the 2006 truck box’s
  7. Ron asked the board if after they are done drawing the rest of last year’s gravel if Carver could crush some more.
  8. Ron discussed with the board if they would consider replacing the 2005 1 ton.
  9. Ron provided pictures of the frozen chunks of grit on the grit pile.

 

Dog Control Officer –

  1. NYS Ag & Markets have come and inspected the DCO – Passed
  2. More summons will be mailed out.
  3. A discussion took place on how the board would like to handle the summons for those that have not licensed dogs.
  4. Received a letter from Ag & Markets stating that Towns are responsible to have a Veterinarian on standby incase of the DCO picking up a injured dog.

 

Supervisor – None

 

 

Correspondence:
1.   Received a donation check from Kingswoods in lieu of taxes.

 

 

Other:
1. Received email from Camp Shankitunk requesting approval for 6 campers – All approved.
A discussion took place about the different fees that were being charged to the Town. It was decided that the Town will only pay for the base fees for campers and not the additional class fees, any extra fees will be the responsibility of the parents. Michelle will advise Camp Shankitunk of this.

2.   Bids for Lawn mowing will need to go out.

3.   A meeting will need to be set up with the Town of Tompkins Fire Commissioners to discuss the fuel situation.

 

 

Abstract of Claims:
On motion by Backus, seconded by Layton, it was moved to approve the Abstract of Claims for March 10, 2014 as follows:
General Fund: $5108.68
Highway Fund: $29154.05
Vote: All AYEs – Motion carried.
