Monthly Archives: November 2022

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Phoenix leading in the Flag salute.

Present:

RESOLUTION # 66 APPROVALS OF MINUTES
On motion by LaTourette, seconded by Buttel, approving the minutes of the Regular meeting held on August 9, 2022.
Vote: in favor, Layton, Buttel, LaTourette- Abstain -Backus, Albanese, Motion Carried.

RESOLUTION # 67 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Backus, it was moved to approve the Abstract of Claims for September 13, 2022 as follows: General Fund: $7,138.69
Highway Fund: $21,022.98.

There was a discrepancy with voucher 182 (there were two with same number one was supposed to be 183). It was fixed before meeting end.  

Vote: All in favor – Motion carried.

Monthly Financial Reports:

RESOLUTION # 68 TOWN CLERKS MONTHLY REPORT
On motion by LaTourette, seconded by Backus it was moved to receive, and place on file the Town Clerks, monthly report for August 2022.
Vote: All in favor – Motion Carried

RESOLUTION # 69 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by Albanese, seconded by LaTourette it was moved to approve and place on file the supervisor’s monthly financial reports as of August 31, 2022 dated 9/13/2022. There will be clarification with all the discrepancies done by the payroll clerk.
Vote: All in favor – Motion Carried

RESOLUTION #70 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus seconded by Albanese to approve the sewer districts Abstract of Claims for September 13, 2022 as follows $3,700.51
Vote: All in favor – Motion carried.

RESOLUTION # 71 – SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by LaTourette it was moved to approve and place on file the sewer districts monthly financial reports as of August 31, 2022 dated 9/13/2022.
Vote: All in favor, Motion carried.

OLD BUSINESS –

Layton reported he had spoke with others on access to the fire tower, The board further discussed the next step on access to the fire tower.

LaTourette reported he has found that there are no ¾ ton trucks available for state bid.

On motion by Albanese, seconded by Layton to put a ¾ ton 2500 crew cab for highway out to bid.
Vote: All in favor, Motion Carried

The union contract came back after negations and was found to have discrepancies after what was discussed. It will not be agreed upon and signed until there is clarifications of the discrepancies.

2023 Tentative budget was discussed.

On motion by LaTourette, seconded by Albanese to approve the 2023 tentative budget as presented.
Vote: All in favor – Motion carried.

NEW BUSINESS –

Linda Scott provided a letter she will be leaving as court clerk in August 2023.

Albanese reported he looked into CD rates; it was decided other board members will contact other banks with CD interest amounts.

REPORTS:
Sewer District workers report – Provided – Henry Lamont was here

Assessor – None

Planning Board – Emailed to each board member a year of reported that was emailed to Michelle.

Dog control Officer – None

Highway Superintendent –

  1. Reported the gravel bank permit in Afton needs renewal.  
  2. Asked the board if they are willing to repay Sam VanValkenburg over time from the time he had come in while on vacation to maintain roads. There are about 35 hrs. that are not paid for. On motion by Albanese, Seconded by Buttel, to reimburse VanValkenburg. Vote: All in favor – Motion Carried.  
  3. Reported they have helped other Towns
  4. Reported there has been downed Trees and they have been cleaned up.  
  5. Reported they are getting roads ready to be sealed.  
  6. Reported they are behind on their own work due to helping other Towns.  
  7. Reported the new 10-wheeler is supposed to be delivered next week.  
  8. Reported the 2006 has been sold on auction for $23,000. After the sale Ron received a call stating they would pay $25,000. Due to legality the board will go with the sale at the auction for $23,000.

Supervisor –

  1. Reported he had an element replaced on the hot water tank at the school house.
  2. Reported he received a call from the Union wanting to set up a time for an audit for the health insurance.
  3. Reported the fee for the website is $54.00 a year.
    On motion by LaTourette, seconded by Layton it was approved to pay the $54.00.
    Vote: All in favor – Motion Carried
