The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Peggy Backus leading in the Flag salute.

Opening of bids for 2020 International:
1 bid received from Ben Funk Inc for a 2020 International HX 529 in the amount of $240,885 with an additional warranty of $8662.00
John McCormack stated he would like to amend the delivery date to 400 days due to the prolonged time it will be to receive the truck from International.
After much discussion On Motion by Albanese, seconded by Backus to accept bid from Ben Funk Inc but not award at this time to give all the board members ample time to review presented bid and to award bid after review at March’s meeting.

Minutes Approval:
On motion by Backus, seconded by Buttel, it was moved to approve the regular monthly meeting for January 14, 2019, Annual Reorganizational meeting, Annual Audit of Town Office books meeting and the Annual meeting of the Board of Health meeting.
Vote: All Ayes – Motion carried.
Abstract of Claims:
On motion by Backus, seconded by Albanese, it was moved to approve the Abstract of Claims for February 12, 2019 as follows: General Fund: $4895.95 Highway Fund: $31,400.44 and T/A Fund: $139,331.25

Monthly Financial Reports:
Town Clerk:
On motion by Backus, seconded by LaTourette, it was moved to receive, approve and place on file the Town Clerk monthly report for January 2019.
Vote: All Ayes – Motion carried.
Michelle also reported that she has collected 79% percent of taxes this far.
Supervisor’s Report / Monthly Financial Report:
On motion by Backus seconded by Albanese, it was moved to approve and place on file the supervisor’s monthly financial report as the Monthly Financial report dated 1/31/2019 dated February 12, 2019.

Sewer District Abstract:
On motion by Backus, seconded by Albanese to approve the Abstract of Claims dated February 12, 2019 for the sewer district in the amount of $2707.62

Sewer District Financial Statement:
On Motion by LaTourette, seconded by Backus it was moved to approve the Trout Creek Sewer District Financial Report for the month of January, Dated 2/12/2019
Vote: All Ayes – Motion carried.

Assessor – Nothing to report
Planning Board – None
Dog Control Officer – Michelle received a call from a person that may be interested in the position.
Highway Superintendent –
1. Been out cutting brush
2. Been out checking roads from the warm weather for any issues.
3. Been out plowing
4. Guys have been working on equipment
5. The water pump may be bad on the chipper searching around for another one.
6. Ron has received the Agreement to spent Highway funds from the County and he will being back to March’s meeting what he has figured out.
Supervisor –
1. Nancy stated the AUD Report has been filed
2. Ed Engleman is working on the grant for the fire tower
3. Nancy stated every year the town receives money from The Aid & Incentives for municipalities and in 2020 the Town will be losing $9976
4. A discussion took place about the egress door that Joe would like put in, in the meeting room. At this time the Town board feels if the building is meeting codes they do not wish to put a door in.
5. A sample resolution was sent by Delaware County Chamber of Commerce to Add the Aim funding to be restored in NYS 2020 Budget. On motion By Albanese, seconded by Buttel to approve Resolution #12-2019 – Asking that AIM Funding be restored in New York State’s 2020 Budget and to pass the resolution on to Senators Ashkar, Metzger and Seward, and to Assembly representatives Crouch, Miller and Taque to carry-on the fight in Albany. Vote: All Ayes, Motion Carried.
Other:
– No word on Kelsey
– Brian stated the Lawn Mowing bids for the Town and Sewer district should get advertised. On motion By Albanese, Seconded by LaTourette to put bid advertisement for Town and Sewer District lawn mowing in the Reporter. Vote: All Ayes, Motion Carried.
– Approval for 2019 4-H Camp – Carmella Cioffi $285 and Emilie Bregenborg $285. On Motion by Albanese, seconded by Buttel to approve said campers. Vote all ayes, Motion Carried
– Michelle brought up if anything as been decided on the Office building repairs, at this time nothing has been decided.
