Monthly Archives: July 2014

The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:07 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Peggy Backus – Councilperson
  4. Brian Albanese – Councilperson
  5. Tim LaTourette – Councilperson

 

Others:

  1. Michelle Phoenix – Town Clerk
  2. Nancy Roberts – Bookkeeper
  3. Wayne Reynolds – Delaware County DPW

 
 

Guest Speakers: Mr. Reynolds addressed the board with the proper procedures for abandonment of Town roads.

 

Minutes Approval:
On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the regular board meeting held on May 12, 2014.
Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:
Town Clerk / Tax Collector Report –
On motion by Albanese, seconded by LaTourette, it was moved to receive, approve and place on file the Town Clerk/Tax Collector monthly report for May 2014.
Vote: All AYEs – Motion carried.
 

Supervisor’s Report –
Supervisor’s monthly report was reviewed with the Board by Nancy Roberts/Bookkeeper to the Supervisor. On motion by LaTourette, seconded by Buttel, it was moved to approve and place on file the financial report, dated June 9, 2014.
Vote: All AYEs – Motion carried.

 
 

Other Reports:
Planning Board – None
 

Assessor – June 2014 Monthly report was provided for Board to review.
 

Highway Superintendent –

  1. Received reimbursement check from the Trout Creek Fire District for part that was purchased to repair one of the Fire Trucks. Layton will take the check and the bill to the Fire district commissioners and having them void the check made out in the Towns name and pay the bill directly.
  2. Received a letter from Chemung Supply stating the Town had a credit $554.10 and we should be receiving a check for that amount.
  3. Working on equipment
  4. Hauled in gravel
  5. Did some cold patching
  6. Mowing shoulders of roads
  7. Boom mowed.
  8. Have cleared brush, boom mowing and ditch work on Dry Brook.
  9. Summer help has been weed eating, painting, cleaning, chipping brush.
  10. On motion by LaTourette, Seconded by Buttel to raise summer help pay to $10.00/hrly

Dog Control Officer –

  1. Received a call from NYSP with a complaint of a dog living in poor conditions – This issue was addressed by DCO.
  2. Had numerous dog complaints – all have been handled by DCO.
  3. Walton DCO stated he had picked a dog up in our district and has taken it to pound.
  4. There is a rabies clinic this Friday at 5pm – 7pm

 

Supervisor –

  1. Joe Reynolds approached Layton with the issue of the same property owners not mowing their lawns yearly. Joe Stated this is a NYS law anything over 10 in must be mowed. After much discussion the Board agreed that Mr. Reynolds should come up with a letter stating state code and that there could be fee charged by the Town to mow the lawns.
  2. Layton discussed the new flood maps that were just done and because of the new changes in the maps and the properties that a committee should be formed to challenge this issue. Layton also found that there may be grants to get a study done.
    On motion by Buttel, seconded by Layton to form a flood advisory committee/commission, consisting of Bill Layton, Ron VanValkenburg, Joe Reynolds, Howard Buttel, and Chris Kinney as committee members.

Sewer District:
On motion by Layton, Seconded by Buttel it was moved to approve change order #8
Vote – All Ayes
On motion by Layton, Seconded by LaTourette it was moved to approve and for the supervisor to sign pay application #14 in the amount of $71,557.11
Vote – All Ayes
On motion by Layton, Seconded by Backus to approve the Abstract of Claims for June 9, 2014 for the sewer district in the amount of $582.89
Vote – All Ayes
 

Lawn mowing bids for the beds and around the buildings need to go out. Layton placed a call to Mike Jonker from LVDV obtaining the requirements for mowing of the beds and has not received a call back. When this is all figured out, it will be put in the paper and run for 2 weeks and will be opened at next month’s regular meeting.
 

Other:
Layton brought up that Dan Gehl will be mowing more now that the new garden has gone in by the salt shed. On motion by Layton, Seconded by Buttel to increase Dan’s pay an extra $5.00 to cover the extra mowing.

Abstract of Claims:
On motion by Backus, seconded by Albanese, it was moved to approve the Abstract of Claims for June 9, 2014 as follows:
General Fund: $5354.69
Highway Fund: $26984.44
Vote: All AYEs – Motion carried.
