The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Bid Opening for Kelsey Community House – None submitted
A discussion took place on lowering the starting bid for the Kelsey Community house.

RESOLUTION # 66. On motion by Albanese, Seconded by Buttel it was approved to rebid the Kelsey community house with the starting bid of $18,000 due to the state of the building. Bids will be opened at next month’s meeting.
All in Favor – Motion Carried.

Floor Time: Trout Creek community committee representative Lynn VanValkenburg presented to the board different types of play sets to be placed on the Trout Creek School house yard the cost of about $7,800.00. She stated they had contacted the company and they would need a deposit of $3,900 and questioned the Board if they would cover that with the funds not used in the 2020 budget used to send kids to the 4-H camp. Lynn also stated that they would like the picnic table possibly moved to the Town Hall Property and the old swing set removed so that the new equipment can be placed. Upon discussion of there was concerns of Insurance coverage for the play set and losing the historical value of the property. Bill will look into Insurance.
RESOLUTION # 67. On motion by Layton, seconded by Buttel to give the deposit of $3,900 from line item A3710.4 of the 2020 budget, after stipulations are looked into and answered.

RESOLUTION # 68.      APPROVAL OF MINUTES
A motion was made by Albanese, seconded by Buttel, approving the minutes of the regular meeting for September 8, 2020.  
Albanese – All others in favor.   Motion Carried.

RESOLUTION # 69. ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for October 13, 2020 as follows:
General Fund: $6,336.14
Highway Fund: $124,127.99
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION #70.  TOWN CLERK
On Motion by Backus, seconded by Albanese it was moved to receive, approve and place on file the Town Clerks September 2020 monthly report.
All in favor – Motion Carried

RESOLUTION # 71. SUPERVISOR REPORT
On motion by Albanese seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of 9/30/2020 dated 10/13/2020.
All in favor – Motion Carried

RESOLUTION # 72. SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Layton to approve the sewer districts Abstract of Claims for October 13, 2020 as follows $2,878.33
All in favor – Motion carried.

RESOLUTION # 63 [sic] 73.   SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Buttel it was moved to approve and place on file the sewer districts monthly financial report as of 9/30/2020 dated 10/13/2020.
All in favor, motion carried.

OLD BUSINESS
RESOLUTION # 74. 2021 Tentative Town/SD Budget
On motion by Backus, seconded by Buttel it was moved to make presentative budget the 2021 preliminary budget and to set up and advertise public hearing for November 5, 2020.
All in Favor – Motion carried.

Layton stated that the name change for Sherruck Brook was denied.

Albanese found a cleaner (Floor Fool) that has all insurance and would be an interest for the cleaning of the Town and Highway garage. Layton will contact the company and get an estimate and bring it back to next months meeting.

NEW BUSINESS
Nancy stated the Town needs to update the Towns comprehensive plan. Nancy has contacted Sean L from Del Co Planning and is working with him on what needs to be updated. Layton will be contacting Paul Bartholomew from the Towns planning board and will discuss with him about the plan and changes needing to be made.

Layton attended the Hazmat mitigation meeting in Masonville as well as Nancy via Zoom. They discussed Carrol Hill has a possible area needing help to receive grants for proper repair.

REPORTS:
Sewer District workers report – Brett was in attendance to answer any questions the board may have and to discuss the report with the October report

Assessor – None

Planning Board – None

Dog control Officer – None

Highway Superintendent

  1. Working roads, should work done, cold patching, cut up trees from a storm, changed pipes, boom mowing, worked on equipment,
  2. Rip Rap was done on Dry Brook.
  3. Boom Mower needs repair.
  4. 2016 International (Kyle’s) needed a new oil pan. It was replaced with a stainless steel one.
  5. Scotts truck had the tilt cylinder changed.
  6. Been Hauling Grit.
  7. There was a barn fire on 206 and the Trout Creek FD had run low on fuel so they came to the Highway garage and filled up. A Bill was submitted the fire district for fuel.
  8. Will be putting out gravel crushing for bid.
  9. Hanks warehouse is going out of business and this is where the guys get their work boots etc. The guys will go else ware and submit a bill to the Town for reimbursement.

Supervisor –
1. Bill stated that the Town needs to get the engineer to the fire tower but we have no access and he had been trying to contact Steve Hood from Delaware County Emergency Services to help us seeing how they are the only ones with the Right of Way.
2. The Stormwater retrofit account at the bank has been inactive for over a year. Nancy will transfer money to keep it active.

Other – Albanese state that we need to advertise snow removal for bids and open at next month meeting.
