The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With T. LaTourette in the Flag salute.

Present:

Floor Time/Guests:
J. LaTourette was here to explain to the board the new Ambulance Contract that was approved by the County. J. LaTourette also explained his frustrations with the new communication system.

Bid Opening:
Tim LaTourette explained that the opening on the 2022-2023 1-ton truck went out to late and due to that issue, they will have to go out again for December’s meeting. Board agreed.

RESOLUTION # 78 APPROVALS OF MINUTES
On motion by Buttel, seconded by LaTourette, approving the minutes of the Regular meeting held on October 11, 2022.
Vote: in favor, – Motion Carried.

RESOLUTION # 79 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by LaTourette, it was moved to approve the Abstract of Claims for November 10, 2022 as follows:
General Fund: $12,544.58
Highway Fund: $22,873.68.
Vote: All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION # 80 TOWN CLERK’S MONTHLY REPORT
On motion by Buttel, seconded by LaTourette it was moved to receive, and place on file the Town Clerks, monthly report for October 2022.
Vote: All in favor – Motion Carried

RESOLUTION # 81 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by Backus, seconded by LaTourette it was moved to approve and place on file the supervisor’s monthly financial reports as of October 31, 2022 dated 11/10/2022.
Vote: All in favor – Motion Carried

RESOLUTION #82 SEWER DISTRICT ABSTRACT OF CLAIMS

On motion by Backus seconded by Layton to approve the sewer districts Abstract of Claims for November 10, 2022 as follows $12,543.24
Vote: All in favor – Motion carried.

RESOLUTION # 83 – SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by LaTourette it was moved to approve and place on file the sewer districts monthly financial reports as of October 31, 2022 dated 11/10/2022.
Vote: All in favor, Motion carried.

OLD BUSINESS –
The board reviewed the 2023 Preliminary budget and made changes making it the 2023 Final Budget with the changes.
Resolution #84-2022 – 2023 Final Budget
On motion by Layton, seconded by Backus to approve the 2023 Preliminary Town and SD budget and making them the 2023 Final budgets.
Vote: All in favor – Motion carried.

Albanese spoke of the independent audit review quote via Mostert, Manzanero & Scott, LLP of $10,800.00. The Independent auditor explained in the quote what will be done during the audit.
On motion by Albanese, seconded by Layton to approve having independent audit by Mostert, Manzanero & Scott, LLP to audit the Town of Tompkins in the amount of $10,800.00
Vote: All in favor – Motion Carried

The Town received no bids for snow removal. Layton will contact Stanton Business services and see if they are interested.

NEW BUSINESS –
On motion by Layton, seconded by Buttel to change line item 1420.4 Attorney Personal from $4,000 to $12,000.
Vote: All in favor – Motion Carried

REPORTS:
Sewer District workers report – Michelle will speak with S.D. Workers and have them uncover the tanks again at the residence on St Hwy 206.

Planning Board – None

Dog control Officer – None

Highway Superintendent –

  1. Reported the gravel bank permit in Afton has been approved. Gravel has been hauled
  2. Reported they worked roads, chipped, Boom mowed, Hauled grit
  3. Reported employee had surgery and will be out until February 5, 2023, Ron reported he is not sure what he can do so the hwy crew will be down men.
  4. Reported a repair man was here from Stevenson equipment and at that time a new price was given for a new boom mower with tractor of approx $80,000
  5. Reported a flair mower is wanted costing approx $34,000 also the tractor needs new tires and rims. A trade in may be needed to get both.
  6. Reported that other equipment is needed. Also, a new truck is needed and needs to be looked into.

Supervisor –

  1. Reported he has heard nothing new on the fire tower.
  2. Teamsters came and audited heath insurance and found only one issue of advice.

Other: Board discussed issues with the new union contract with changes that need to be made or explained. Albanese will speak with union rep about changes before contract will be signed.

On motion by Buttel, seconded by Backus, approving the minutes of the Regular meeting held on September 13, 2022.

RESOLUTION # 73 ABSTRACT OF CLAIMS
On motion by Backus, seconded by Battel, it was moved to approve the Abstract of Claims for October 11, 2022 as follows: General Fund: $6,272.37
Highway Fund: $424,578.86.
Vote: All in favor – Motion carried.

On motion by LaTourette, seconded by Buttel it was moved to approve and place on file the supervisor’s monthly financial reports as of September 30, 2022 dated 10/11/2022.

RESOLUTION #76 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Layton seconded by LaTourette to approve the sewer districts Abstract of Claims for October 11, 2022 as follows $2,526.67
Vote: All in favor – Motion carried.

RESOLUTION # 77 – SEWER DISTRICT FINANCIAL
On motion by Buttel seconded by LaTourette it was moved to approve and place on file the sewer districts monthly financial reports as of September 30, 2022 dated 10/11/2022.
Vote: All in favor, Motion carried.

OLD BUSINESS –
On motion by LaTourette, seconded by Backus to approve the 2023 tentative Town and SD budget and making them the 2023 Preliminary budget’s and to set up a public hearing to be held on November 10th 2022 at 7PM.
Vote: All in favor – Motion carried.

NEW BUSINESS –

REPORTS:
Sewer District workers report – It was reported Brett that Shane completed the annual septic tank inspections. Brett spoke Michelle about the tank owned by D.Siniscalchi on ST Hwy. 206. The tank is once again covered by gravel and is unable to be inspected on the inlet side of the tank. Last year this was a problem and was addressed with the owner. Layton reported he will speak with owner.

Quotes need to go out for plowing of SD properties for the 2022-2023 snow season

The board agreed to let the SD workers purchase a new computer. They would like to get a a lap top to be able to take it to the SD Buildings.

Highway Superintendent –

  1. Reported the gravel bank permit in Afton has been sent for approval.  
  2. Reported they have helped other Towns
  3. Reported boom mower has been used.  
  4. Reported gravel has been hauled from Afton.  
  5. Reported roads have been worked.  
  6. Reported the new 10-wheeler is here and has been used.  
  7. Reported pot holes have been filled
  8. Reported roads have been sealed
  9. Reported the latest CHIPS paperwork has been sent.
  10. Reported the 2006 is still here for pickup, expecting the man who purchased it will be here tomorrow to get truck. The guy also purchased the plow equipment for $2,000.
  11. Reported an employee is going out on surgery and will possibly be out all winter. Reported depending on the health of the Superintendent he is unsure if he will be able to also plow. That could possibly bring the highway crew down 2 men for the winter season.
  12. Reported the Truck committee has had some issues advertising the new truck for bid. They will try again.

Supervisor –

  1. Reported that Dave Stanton approached him asking for permission to have extra vehicles park at Town hall for republican party he is holding on October 22, 2022. The board agreed to allow extra vehicle parking.  
  2. Reported waiting to receive the new union contract from the union for approval and signing by the board.

Planning Board received a thank you letter from Tarantino’s for the Planning Boards help.
