On motion by Layton, seconded by Albanese,

To comply with NYS Regulations, Town Clerk Michelle Phoenix, will be providing a draft copy of the meeting minutes to be posted at the website “within two weeks from an open meeting and one week from an executive session.”

Michelle has provided me with the approved minutes for the Dec 2021 and Jan 2022 meetings, as well as the draft minutes for the Feb 8, 2022

For the last 13 years I’ve maintained and operated this blog/website.  It’s been my pleasure to make available to all of you readers news about the doings of our elected officials via the minutes of our town council meetings.  I’ve done this not only with the gratitude of the board, but also with their payment of the website’s annual fees.  (Approximately $20.00/year up until 2019.  From 2019 on it has cost ~$70.00/year — it costs extra money to keep ads from appearing.)  I have never asked the Town for money to cover my time, nor has the Town ever paid me.

I’m sorry to inform you that at the December 14, 2021 Town of Tompkins Council Meeting, the board unanimously passed a resolution (Resolution #114-2021) to discontinue the use of its “official” website.

You ask WHY?  New York state has passed legislation demanding that towns with official websites must have certain types of content available at the website.  Of course, the state did not fund this mandate and the Town Clerk and Town Board did not feel our town had the resources to deliver this content on the time table the state required.

There have been:

71,236 views in 13 years; an average of 5480 views/year, 457 views/month.

21,465 visitors in the past 10 years; an average of 2,146 visitors/year, 179 visitors/month.

With this viewership,  I believe we’re doing a disservice to our community by making these minutes available only to those who can come to the Town Hall in Trout Creek to read a printed set of the minutes.

I’m not an attorney, but a possible solution to this would be to recognize this “unofficial” website as a news outlet that provides the approved minutes of the town board as news items.  townoftompkins.org is a domain name registered to me.  The Town of Tompkins can certainly discontinue its funding of this personal website/news-site, and, regardless of this, would remain dedicated to matters that effect the residents of the Town of Tompkins.

Another possibility is that there will be so much blow-back from voters and public officials over this state legislation that it will be revamped and the town will once again affirm this website to be its official site without fear of fines from NY State for non-compliance.

Thank you for your attention and understanding, Carl

The Tuesday Dec 15, 2020 board meeting was cancelled.

The Town of Tompkins Rabies Clinic will be held June 9, 2015 from 5 – 7 pm at the highway Garage

So as not to conflict with the Delaware County Fair the next regular meeting of the Town Board is scheduled for Tuesday, August 20, 2013 at 7:00pm.

Just a reminder: the minutes for the July Board Meeting will not be posted until after the minutes are approved at the August meeting.

It was discussed at the May 13, 2013 Town Board Meeting and discussed again and decided at the June 10, 2013 Town Board Meetings that the Meeting Minutes would not be considered acceptable for posting until they were formally approved at the following regularly scheduled board meeting.

Instead of seeing minutes posted within two weeks of a meeting, they will now be posted approximately five weeks following a meeting.

Thanks for your patience and keep in mind that you are always welcome to attend Town of Tompkins Board Meetings usually scheduled for the second Monday of every month at 7pm.

The Town of Tompkins Highway Superintendent has requested that our town copy the posting of our neighbor, the Town of Delhi, and present it as our position as well.  So here it is:

It is the Highway Department’s goal to keep Town Highways in a passable condition during the winter months.  Any type of obstruction located in the Town’s right-of-way may hinder the ability of snow removal.

In an attempt to clear the roads, our drivers try not to damage any obstructions in the right-of-way; however, that is not always possible.  Therefore, any damage which may be done to mailboxes, fences and the like, while the Town Highway Department is trying to maintain the roads during the winter, will not be repaired or replaced by the Town, but will be the owner’s expense.

Vehicles parked on the Town right-of-way are also a hindrance when trying to clear the roads of snow.  Attempts will be made to contact the owners of such vehicles so they can be removed.  However, if the Highway Department is unable to reach the owner, or if the vehicle is not removed, the Town will have the vehicle towed, at the owner’s expense.

It is also a violation to plow snow across or shovel back into a Town Highway when residents clear out their own driveways and/or sidewalks.

Thank you for your cooperation,

Ron Van Valkenburg

Highway Superintendent
