The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Ron VanValkenburg leading in the Flag salute.

Minutes Approval:
On motion by Backus, seconded by Buttel, it was moved to approve the minutes of the regular meeting for November 7, 2019

Abstract of Claims:
On motion by Backus, seconded by Buttel, it was moved to approve the Abstract of Claims for December 10 2019 as follows:
General Fund: $18,682.82
Highway Fund: $47,570.17

Monthly Financial Reports –
Town Clerk:
On motion by Backus, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk monthly report for November 2019.

Supervisor’s Financial Report:
On motion by Buttel seconded by Backus, it was moved to approve and place on file the supervisor’s monthly financial report as of 11/30/2019 dated December 10, 2019.

Sewer District Reports:
On motion by Backus, seconded by LaTourette to approve the Abstract of Claims dated December 10, 2019 for the sewer district in the amount of $2,463.34

Highway Superintendent:
1. Maintaining roads during storms
2. In 2019 we have used 2,200 yards of gravel on the roads
3. Been out doing some boom mowing and chipping
4. Equipment is being fixed so it is ready for spring.
5. Ron stated he would like the part in the subdivisions on “building roads” in Tompkins to have the specifications changed to “Road to have a double shot of hot cold pug mill mix to placed on the road”
6. Ron looked into the price to have framework and wiring harness put on new truck so that we could use the plow we already have and it would be about $ 2,200.00 and to purchase a new one and have it installed it would only be $ 5,700. After a short discussion it was agreed by the board that they want to use the plow on hand and not purchase a new plow. Ron stated that if that’s their decision that the truck that will be replaced will be sold without out the plow so that he has an extra on hand if ever needed.
Supervisor:
1. Bill was contacted by Delaware Co DPW and was told that the measurement for the bridge on Bridge street (By the school house) was incorrectly measured and that it is under 20ft so it will be handed back of to the Town to maintain.
2. DTC will be here at the Town office building to hook up service on December 18th
3. Bill has contacted the Lawyer questioning the status of the sale of the property on 206 located on the “White Barn” property. Bill had to go sign final papers for the sale and then the papers will be sent to the purchases lawyer for their signatures. It appears it will be all finalized in the near future.
Other –
– Ron questioned if the Town was going to buy the highway department a TV seeing how DTC Hooked up cable service. After much discussion it was decided that the Town will not purchase a tv for the Highway garage.
– Albanese also questioned why the Town office building needs to have cable for a television.
– Albanese stated there is still so much confusion with the grant for the creamery building with the state. He had forwarded the email to Bill, Nancy and Michelle he received from them to help clarify their questions. Michelle will send Brian the block grant agreement with CWC that may help the grand administrators understand.
