The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:08 pm in the Town meeting room, Trout Creek, NY. With Brian Albanese leading in the Flag salute.
 

Present:

Guest Speakers:
Many residents of the Kelsey, Apex , Roods Creek and Chamberlin Brook area approached the board questioning the board’s decision on not paying for the 2015 Hancock Transfer station fees. After much discussion a committee of community members was formed of the following residents, Monica Tariantino, Pat Winners and Louanne Berg. The committee will investigate and bring back to the board as to how many Town residents garbage is picked up by haulers and haul to the transfer station and as to how many permits were given to Town of Tompkins residents for the use of the transfer station.  When this and other information is received the Board will take into consideration the concerns and try to come up with a resolution to solve the issue.
Faruq Baqi – Questioned the board on how to get Roods Creek Road paved. The superintendant and Board explained the cost of having this done and also explained that due to the heavy trucks that the road road on a daily basis that all work that would be put into the road would just get destroyed.

 

Minutes Approval:
On motion by Buttel, seconded by Layton, it was moved to approve the minutes of the regular board meeting held on October 14, 2014.
Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:
Town Clerk –
On motion by Albanese, seconded by Layton, it was moved to receive, approve and place on file the Town Clerk monthly report for October 2014.
Vote: All AYEs – Motion carried.

Supervisor’s Report –
On motion by Albanese, seconded by Backus, it was moved to approve and place on file the supervisor’s financial report for October 2014.
Vote: All AYEs – Motion carried.

 

Other Reports:
Planning Board – Bill stated that Paul approached him and stated that the Planning Board will not have monthly meetings if they have no business on the schedule.
 

Assessor – Wendy stated she had heard that her responsibility as an Assessor to draw fire district lines. Wendy stated this was not true and provided the Board with the Laws that involve this subject.
 

Highway Superintendent –

  1. Received a grant for 50,000 from State & Municipal Facilities Capital Program through Bonacic’s office for the purchase of a building to store the town highway equipment.
  2. Ron discussed with the board the need to have gravel crushed. The board agreed to allow requests for bids to be put out. All bids will be read at December’s meeting.
  3. Did some shoulder work
  4. Repaired some roads with holes in them with cold patch.
  5. Stored summer equipment in Creamery.
  6. All of the grit has been hauled with some other Towns helping in hauling
  7. Have done some repairs on trucks
  8. Helped Franklin haul gravel in repayment for their help with us.
  9. All trucks are ready for the winter snow season
  10. The seasonal road closure needs to be posted in the paper along with the Friendly reminder.
  11. Bill checked into the cost of using a company out of PA to get grit from and found it would end up costing more then what we pay now.

 

Dog Control Officer – Received one call this month
 

Supervisor –

  1. Received from Christa Shafer the amount that will be collected by Tompkins Tax Collector from the taxpayers on the other side of the reservoir 2015 Town and County Tax bills and will be paid to Hancock Fire District in the amount of approximately 24,000, this has went up about $5000 from last year.
  2. Rock Rift Road Closure – On motion by Buttel, Seconded by LaTourette it was moved to approve a 100% abandonment of Rock Rift – Vote All Ayes – Motion Carried
  3. Bill provided a new form to be filled purchase request form to be filled out for any items purchased over $1000.00.
  4. The Union Contract paperwork has been completed. On Motion by Layton, Seconded by LaTourette it was moved to approved contract and send off to Union Rep, Roberta Dunker, Vote – All Ayes – Motion Carried.

 

 

Correspondence: Received a request for donation by the Delaware County Historical Society. On Motion by Layton, Seconded by Albanese to give the society a donation of $75.00, Vote – All Ayes, Motion Carried.
 

 

Other: Budget
Review of Preliminary Budget
Changes to
816.4 [A8160.4] from $0 to $2200
A599 from $19398 to $18583
DA599 from $25302 to $22768
On Motion by LaTourette, Seconded by Buttel to accept the Preliminary Budget with said changes and to make it the Final Budget. Vote – All Ayes – Motion Carried.
 

 

Sewer District:
On motion by LaTourette, Seconded by Backus to approve the Abstract of Claims for November 6, 2014 for the sewer district in the amount of $1585.79
Vote – Ayes – Buttel, LaTourette, Backus, Abstain – Albanese, Layton. Motion Carried.
This amount excludes payment to LVDV.
 
A monthly report was provided to the board by LVDV.

Michelle provided the board with a budget made up by LVDV and K. Young’s office. The board felt there was not enough information on the budget to approve it at this time. Michelle will contact LVDV and K Young’s office again and get unanswered questions answered and bring it back to December’s meeting.
 
Michelle Provided the Board with the Updated Emergency Response Plan – Upon Reviewing, On Motion by Albanese, Seconded by Layton to approve the ERP provided.
Vote – All Ayes – Motion Carried.
 

 

Abstract of Claims:
On motion by Backus, seconded by Layton, it was moved to approve the Abstract of Claims for November 6, 2014 as follows:
General Fund: $6111.88
Highway Fund: $26430.88
Vote: All AYEs – Motion carried.
