The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Brian Albanese leading in the Flag salute.

Present:
1. William Layton – Supervisor

Others:
1. Michelle Phoenix – Town Clerk
2. Pamela Scofield – Deputy Clerk
3. Ron VanValkenburg – Highway Superintendent
4. Nancy Roberts – Bookkeeper
5. Tim Oralls – Highway employee / Resident
6. Lynne VanValkenburg – Community Committee / Resident
7. Pam Lakin – Community Committee / Resident

 

Floor Time:
Lynne and Pam approached the board inquiring as to if the board thought it would be a good idea to use this year’s fund-raising money to purchase play ground equipment for the school house property. They also asked the board if they thoughts as to what to put fund raising money toward. Layton will contact the insurance company and see if there is any stipulations and any other issues with putting up a playground.

Tim Orall’s – approached the board with a letter as to what he was willing to pay for the lights and breaker boxes that is being removed at the creamery. The board stated they can not accept his “Bid” until they go through the proper procedures to “Sell “liquidation equipment.

 

RESOLUTION #15     APPROVAL FOR CRUSHED LIMESTONE
A motion was made by Albanese, seconded by Layton to approve and accept the bid for stone at the prices per the bid submitted from Carver sand and gravel LLC, also to use Cobleskill stone products, Inc as a backup.
All in favor – Motion carried.

RESOLUTION # 16    APPROVAL FOR DUAL WALL SMOOTH PLASTIC INTERIOR SLUCE PIPE.
A motion was made by Buttel, seconded by Backus to approve and accept the bid for sluice pipe per bid at the prices per the bid submitted by Chemung supply
All in favor -Motion Carried

RESOLUTION # 17    APPROVAL OF MINUTES
A motion was made by LaTourette, seconded by Buttel approving the minutes of the regular meeting for February 11, 2020 as presented. All in Favor – Motion Carried.

RESOLUTION # 18     ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for March 10, 2020 as follows:
General Fund: $5,770.59
Highway Fund: $19,410.91
All in favor – Motion carried.

 

Monthly Financial Reports:
RESOLUTION # 19    TOWN CLERK
On Motion by LaTourette, seconded by Buttel it was moved to receive, approve and place on file the Town Clerks February 2020 monthly report.
All in favor – Motion Carried

RESOLUTION # 20    SUPERVISOR REPORT
On motion by Buttel seconded by LaTourette, it was moved to approve and place on file the supervisor’s monthly financial report as of 2/29/2020 dated 3/10/2020 with a transfer of $600 from A1355.4 to A1355.2
All in favor – Motion Carried

RESOLUTION # 21    SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by LaTourette to approve the Abstract of Claims for March 10, 2020 as follows $4878.20
All in favor – Motion carried.
SD- $3,544.89

RESOLUTION # 22    SEWER DISTRICT FINANCIAL
A motion was made by Albanese seconded by Backus it was moved to approve and place on file the sewer districts monthly financial report as of 2/28/2020 dated 3/10/2020.
All in favor, motion carried.

 

OLD BUSINESS:
Albanese questioned how the training for the sexual harassment policy is going, Layton will contact employees that have not completed it yet and get it done.
Albanese stated he has done as much as he can done with the grant for the creamery, DASNY is totally confused as to how the Town acquired the creamery. Layton will see if he can set up a conference call with CWC and DASNY to explain the block grant process and the process as to which the creamery was acquired.

NEW BUSINESS:
RESOLUTION #23 Town lawn mowing bids and sewer district mowing and weed eating for 2020.
On motion by Albanese seconded by LaTourette to put the bids out for advertisement and to include Maps of areas to be maintained for the sewer district in bid specs. All in Favor, Motion Carried.

 

REPORTS:
Sewer District workers report – March 2020 report provided

Assessor – March 2020 report provided

Planning Board – None

Dog control Officer – None

Highway Superintendent –
1. Been out maintaining the roads. Ron wanted to point out that they have not been out as much this year as in prior years, we have had a mild winter.

2. Working on equipment and cutting trees

3. The new 10-wheeler is here. It will not be used this year’s snow season until they get used to how it works with loads on it because it is a automatic.

4. The 2007 is at Tenco in Lakeville NY and should be back by the end of the week.

5. 2007 was put on the 2006 spare truck and we will have an extra box.

6. Ron provided the board with quotes for the new door and installation at the creamery. Ron will ask one more company for a quote for the door but will use SMI for the stone and frame work.

7. The 2006 (624J) Loader is in good working order but needs cosmetic work. Ron provided 2 quotes on the cosmetic needed.

8. Ron provided quotes from Suit Kote for the cost of the repairs of the roads he would like to do in 2020.

9. Ron wants to replace the 2010 pickup but would like to keep the 2010 and get rid of the 1995.

Supervisor –
1. Received two donations – one from a family for $200 thanking the Town of Tompkins for work done for them at the Cannonsville Cemetery. Two from Kingwood Methodist church for $1,000 and $100.

 

Other:
Albanese questioned if we could now proceed with the sale of the Kelsey house on Sands Creek. Layton stated we will start the process.
