The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:02 pm in the Town meeting room, Trout Creek, NY. With Peggy Backus leading in the Flag salute.

Present:

RESOLUTION # 6     APPROVAL OF MINUTES
A motion was made by LaTourette, seconded by Backus approving the minutes of the regular meeting for February 11, 2020 as presented. All in favor motion carried.

RESOLUTION # 7    ABSTRACT OF CLAIMS
A motion was made by Backus, seconded by Buttel, approving the vouchers as presented for payment dated for February 11, 2020. All in favor, motion carried.
General Fund: $43,619.59
Highway Fund: $18,322.17
TA631: $6,367.58 (TC Sewer district)
TA631: $120,525.00 (Tompkins fire district)
TA631: $15,785.52 (Hancock Fire district)

 

Monthly Financial Reports:
RESOLUTION # 8     TOWN CLERK
A motion was made by LaTourette, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk monthly report for January 2020. All in favor, motion carried.

Michelle stated that 80% of the taxes have been collected.
Michelle stated that any motion needs to be a Resolution and that will reflect here forward.

RESOLUTION # 9     SUPERVISOR REPORT
A motion was made by LaTourette seconded by Albanese, it was moved to approve and place on file the supervisor’s monthly financial report as of 1/31/2020 dated 2/11/2020. All in favor, motion carried.

RESOLUTION # 10    2019 YEARLY SUPERVISOR REPORT
A motion was made by Albanese, seconded by Buttel to approve and place on file the 2019 yearly supervisor report. All in favor, motion carried.

RESOLUTION #11   SEWER DISTRICT ABSTRACT OF CLAIMS
A motion was made by Backus, seconded by LaTourette approving the minutes of the regular meeting for February 11, 2020 as presented. All in favor motion carried

RESOLUTION # 12   SEWER DISTRICT FINANCIAL
A motion was made by Albanese seconded by Buttel it was moved to approve and place on file the sewer districts monthly financial report as of 1/31/2020 dated 2/11/2020. All in favor, motion carried.

 

REPORTS:
Sewer District workers report – February 2020 report provided

Assessor – None

Planning Board – None

Dog control Officer – Chris has been calling owners with delinquent dog licenses giving them 14 days to license dogs. After a summons will be issued.

Highway Superintendent –
1. Taking care of roads, cutting trees and brush.

2. Stone and pipe bids need to be advertised.

3. Provided grader estimates to board.

4. Ron questioned if he could look into putting an overhead door into the creamery to store large equipment. Brian stated he would ask around estimates and if it can be done.

5. Ron questioned if he could replace the 2010 red crew cab truck, because it is on the schedule to be replaced. Albanese stated first he would like to get the two new trucks in and paid for, and that maybe we need to review the schedule and see if there is equipment needed first. Albanese also questioned if undercoating the trucks would make them last longer.

6. Nancy provided Ron and the board with an updated vehicle replacement schedule.

7. Sam and Kyle went out by Buffalo to look at the new 10-wheeler on 2/11/2020.

Supervisor –
1. It was found that Delaware County DPW has the right away of 27 and 206 by the store.

2. The flag that was taken down in the accident on the corner of 27 and 206 will be replaced in the spring.

3. DA5132.4 (HWY budget) will be changed to General Fund for the 2021 budget.

4. Federal DOT clearinghouse requirements are complete.

5. Received reimbursement for the flag and pole from the insurance company of the person who had the accident on Co. Rt. 27 and State highway 206. It will all be replaced in the summer of 2020.

6. Required Drivers abstract for CDL employees completed and sent to the DMV.

7. Bill contacted Cathy Scofield from Cornell Coop. Ext. and explained to her that the town would like each resident camper to submit an essay on why they would like to attend 4-H camp. Cathy will relay that to each applicant from the Town of Tompkins.

8. Linda from Town of Tompkins court explained the difference in the 2019 yearly court report and the question the board had.
RESOLUTION # 13    2019 YEARLY COURT REPORT
A motion was made by Albanese, seconded by LaTourette to approve and place on file the 2019 yearly Court report. All in favor, motion carried.

 

Other:
Albanese is still dealing with DASNY and the grant for the creamery.

Albanese questioned on what the status was with employees completing the sexual harassment training.
He stated that if the training is not completed by all employees, he would like to withhold paychecks of the employees who have not completed the training.

Albanese looked into “zombie” properties and found that there are extensive criteria to be a “zombie property”. He will give the information to Joe Reynolds.

Albanese provided a quote for a Truck side plow frame and wiring for Fisher plow without controller for $ 2,300.00 and also an 84 Month/75,000 miles extended warranty for $3,288.60.
RESOLUTION # 14   PURCHASE OF TRUCK SIDE PLOW FRAME AND WIRING FOR FISHER PLOW WITH AN ADDED COST FOR A CONTROL AND A 84 MONTH/75,000 EXT. WARRANTY FOR 2020 CHEVY 3500 From Robert Green.

A motion was made by Albanese to purchase Truck side plow frame and wiring for fisher plow with an added cost for a control also an 84 month/75,000 ext. warranty for 2020 Chevy 3500 from Robert Green, seconded by LaTourette. All in favor, motion carried.
Albanese stated he would like to see the agenda and the minutes to have a new Business and Old business section.
