The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Brian Albanese leading in the Flag salute.

Present: 
William Layton – Supervisor

Howard Buttel – Councilperson
Peggy Backus – Councilperson – Arrived at 7:21
Tim LaTourette – Councilperson

RESOLUTION # 51AWARD OF 6×4 International
Received bids from Allegiance Trucks in the amount of 264,122.00 for a International HX 520 SFA 6×4 (Per bid Specifications) 
On motion by Albanese, seconded by LaTourette it was moved to accept the bid of 264,122.00 from Allegiance Trucks
Vote: All in favor – Motion carried.

RESOLUTION # 52 APPROVALS OF MINUTES – April’s Regular Meeting
A motion was made by LaTourette, seconded by Buttel, approving the minutes of the Regular meeting held on April 13, 2021.
Vote: All in favor – Motion Carried

RESOLUTION # 53 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for May 11, 2021 as follows:
General Fund: $7,781.28
Highway Fund: $49,062.70
All in favor – Motion carried.

Monthly Financial Reports:

RESOLUTION #54  TOWN CLERKS MONTHLY REPORT
On motion by Albanese, seconded by Layton it was moved to receive, and place on file the Town Clerks, monthly report for the month of April 2021.
All in favor – Motion Carried

RESOLUTION # 55 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by Buttel, seconded by Albanese, it was moved to approve and place on file the supervisor’s monthly financial reports as of April 30, 2021 dated 5/11/2021.
All in favor – Motion Carried

RESOLUTION # 56 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Layton to approve the sewer districts Abstract of Claims for May 11, 2021 as follows $3955.05
All in favor – Motion carried.

RESOLUTION #57 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Layton it was moved to approve and place on file the sewer districts monthly financial reports for April 2021 dated 5/11/2021.  
All in favor, Motion carried.

OLD BUSINESS
RESOLUTION #59 – AUTHORIZING SALE OF KELSEY
On Motion by LaTourette, Seconded by Buttel.
BE IT RESOLVED, by the Town Board of the Town of Tompkins, that Deputy Town Supervisor Buttel is hereby authorized to execute the bargain and sale deed and all other closing documents necessary to complete the closing and to deliver the deed and transfer documents to the Buyers and to collect the sale proceeds of $12,561 on behalf of the Town.
All in favor – Motion Carried

NEW BUSINESS –  
Resolution #59 [sic-cfs2021.06.10]PERSONAL VEHICLE USE MILEAGE REIMBURSEMENT AMOUNT  

On motion by Layton, seconded by Buttel it was approved to change the mileage reimbursement to .56 for use of personal vehicles while conduction Town Business.
All in Favor – Motion Carried

REPORTS:
Sewer District workers report – Provided  

Assessor – Nothing new to report

Planning Board – None

Dog control Officer – None

Highway Superintendent

  1. Been out working roads
  2. Tower Mountain / Fish Brook is ready to be paved
  3. The Backhoe needed a new radiator
  4. Broom needed an alternator
  5. The 2006 International has new brakes
  6. The 2013 International has been out for a lot of repairs
  7. Received news that we may possible be getting more chips money then original amount we were getting
  8. Will be sealing the roads that were on the agreement of expenditures. 
  9. Discussed purchasing a new ¾ ton Truck to replace the 1995.
    RESOLUTION #60
    On motion by Layton, seconded by Albanese, it was approved to start the bidding process for a new ¾ ton.
    All in Favor – Motion Carried

Supervisor –
Bill is still working on the Fire Tower information. Del Co Tax and mapping are going to see if they hold a old right of way to the Tower and get back to him.


Other – Received a letter from E. Bregenburg with interest in going to 4-H Camp this year.
The Town has heard no further information if the camp will be held in 2021

Brian is going to contact Veltens landscaping asking why they do not want to sign the hold harmless agreement.
