The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:01 pm in the Town meeting room, Trout Creek, NY. With Peggy Backus leading in the Flag salute.

RESOLUTION #41 – AWARD OF 2021 TOWN LAWN CARE
Received bids from Phillip Hanley and Velten’s lawn care
On motion by Albanese, seconded by Buttel it was moved to accept the low bid from Phillip Hanley of $60 per occurrence.
Vote: All in favor – Motion carried.  

RESOLUTION #42 – AWARD OF 2021 SEWER DISTRICT PROPERTIES LAWN CARE
Received bids from Veltens Lawn Care in the amount of $125.00 per occurrence.
On motion by Albanese, seconded by LaTourette to accept bid from Velten’s lawn care providing they submit proof of liability insurance.
Vote: All in favor – Motion carried

RESOLUTION # 43 APPROVALS OF MINUTES – March’s Regular Meeting
A motion was made by LaTourette, seconded by Backus, approving the minutes of the Regular meeting held on March 9, 2021.

RESOLUTION # 44 ABSTRACT OF CLAIMS
On motion by Albanese, seconded by Backus, it was moved to approve the Abstract of Claims for April 13, 2021 as follows:
General Fund: $7,941.08
Highway Fund: $62,460.65
All in favor – Motion carried.

Monthly Financial Reports:

RESOLUTION #45  TOWN CLERKS MONTHLY REPORT
On motion by Albanese, seconded by Backus it was moved to receive, and place on file the Town Clerks, monthly report for the month of March 2021.
All in favor – Motion Carried

RESOLUTION # 46 SUPERVISOR MONTHLY REPORT
On motion by LaTourette, seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of March 31, 2021 dated 4/13/2021.
All in favor – Motion Carried

RESOLUTION # 47 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by Albanese to approve the sewer districts Abstract of Claims for April 13, 2021 as follows $3,525.15.
All in favor – Motion carried.

RESOLUTION #48 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by Backus it was moved to approve and place on file the sewer districts monthly financial reports for March dated 4/13/2021.
All in favor, Motion carried.

OLD BUSINESS
Joe Reynolds stated he will be retiring at the end of 2021 as building inspector/code enforcer and a member of the board of assessment review. The board agreed to start advertising for those positions.

 

NEW BUSINESS –  

Resolution #49 – APPOINTMENT OF BOARD OF ASSESSMENT REVIEW MEMBERS
On motion by Buttel, seconded by Backus to appoint Paul Bartholomew and Joseph Reynolds for 2021 as members of the Board of assessment review.

The flag pole rope has broken, between Forno Enterprises and the Highway crew we have come up with a plan to fix it.

REPORTS:
Sewer District workers report – Brett was here to answer any questions for the board they may have.

Assessor – Grievance day will be May 28th 4pm-8pm

Planning Board – None

Dog control Officer – None

Highway Superintendent
1. Winter equipment has been clean/painted and stored in the creamery
2. Fixed minor washout from rain / snow melt
3. Been out sweeping and cutting brush
4. Fixed pot holes on Roods Creek
5. Gravel crushing should start at any time
6. There is a beaver issue on Readburn. Have contacted the city about trapping and found trapping may only be done on left side of the road and the issue is on the Right. Spoke with a trapper and he has trapped on the left to hope to help the issue but if flooding starts, they may have to find another way to remove nuisance beaver.
7. Would like to talk to Suit Kote about crushing the grindings piled behind the salt shed. Would like to use the on-Tower Mountain but wants to test using them on a portion of little Dryden. Also asked if they would be able to pile the grindings after crushing behind the Leach fields on SD property. Also, may be able to receive more grindings from NYSDOT.
8. Would like to use pug mill on 4.4 miles of Readburn Rd.
9. Provided specs for new 10-wheeler and box / plow equipment. Wont be here until a year after winning bidder receives purchase order.
Resolution #50 – On motion by LaTourette, seconded by Buttel to start the bidding process and to run in paper for 2 weeks and to be awarded at May 11th meeting.
Vote: Ayes – Layton, Buttel, LaTourette, Backus. Opposed – Albanese. Motion Carried
10. Ron questioned the Board as to how often they want to turn over the 1Tons.

Supervisor –
1. Bill is looking into the American rescue plan and its stipulations
2. Still no access to fire Tower. Bill contacted a state senator for help. Bill found there may be a way the County can give the town access through a right of way with them.
3. The contract for the sale of Kelsey has been signed by Buttel and was returned to lawyer.
