The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Tim LaTourette leading in the Flag salute.
 

Present:         

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Peggy Backus – Councilperson
  4. Brian Albanese – Councilperson
  5. Tim LaTourette – Councilperson

 

Others:

  1. Michelle Phoenix – Town Clerk

 

Minutes Approval:
On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the regular board meeting held on July 14, 2014 and the special meeting held July 17,2014
Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:
Town Clerk:
On motion by Buttel, seconded by Backus, it was moved to receive, approve and place on file the Town Clerk monthly report for July 2014.
Vote: All AYEs – Motion carried.

Supervisor’s Report:
On motion by Backus, seconded by LaTourette, it was moved to approve and place on file the supervisor’s financial report, dated July 31, 2014.
Vote: All AYEs – Motion carried.
 

 

Other Reports:
Planning Board – None

Assessor – None
 

Highway Superintendent

  1. 2 inch has been done on Windfall and Dry Brook Road. Also did portions of Bobs Brook and Dryden Road.
  2. More Ditch work, Boom mowing, and Cold Patch has been done on various roads. Also have hauled more gravel.
  3. Summer help has been weed eating, painted the picnic table by the school house and have washed and painted the fuel bay.
  4. Scotts 10 wheeler is at cat getting the turbo fixed
  5. Sam’s truck has had the rear suspensions rubber blocks replaced.
  6. Turbo lines on one of the 2006 have been changed
  7. The A/C on the Excavator needed recharging and the only place to get it done was in Binghamton.
  8. Noticed that some roads this past year have gotten low spots and have been repaired.
  9. 3/10 of a mile on road by Rainbow is getting repaired.
  10. Ron requested looking into purchasing an Athey Machine for shoulder work on roads.
  11. Dealing with some issues with FEMA for the rain event that damaged Carrol Hill Road.

 

Report – Dog Control Officer

  1. Received 3 dog calls all have been resolved.

 

Report- Supervisor

  1. Tentative Budget will be worked on and turned into the Clerk’s office by 9/30/14.
  2. Ogden reality will be used for putting the creamery on the market.
  3. Public hearing is set for September 8, 2014 for abandonment of a portion of Rock Rift Mountain road.
  4. A lengthy discussion took place on the procedure with the Court when it comes to unlicensed dogs. The DCO will contact the court to discuss the way they would like tickets wrote out.
  5. From here on out all Sub contractors will have to sign a hold harmless release and an Independent contractor statement.
  6. Mr. Engleman from BOCES Science class will be in the stream behind the stone pile on 206 to do sampling.
  7. Discussion took place on if the Highway crew would be interested in plowing and shoveling around the pump stations for the winter season. Ron will think about it and let the board know.
  8. Bill showed the board a letter for Roberta Dunker with the agreement from negotiations   meeting held 8/17/14. The board agreed with the letter and agreed to have it sent off to Roberta.

 

Correspondence: – Received a letter from NYMER stating they have applied for a rate Decrease.

 

Other – There will be a sewer district informational meeting held at the Town building for any residence on the system to be held September 11, 2011 at 7:00 PM

 

Sewer District:
On motion by Albanese, Seconded by Layton it was moved to approve and for the supervisor to sign pay application #16.
Vote – All Ayes

On motion by LaTourette, Seconded by Backus to approve the Abstract of Claims for August 19, 2014 for the sewer district in the amount of $1575.64
Vote – All Ayes

The invoice received by Ben Reynolds Construction in the amount of $8,200.00 has been paid and the work has been done at the fire hall.

 

Abstract of Claims
On motion by Backus, seconded by LaTourette, it was moved to approve the Abstract of Claims for August 19, 2014 as follows:
General Fund: $5270.93
Highway Fund: $15,388.88
Vote: All AYEs – Motion carried.

  1. It has just come to my attention that the Town of Tompkins is going to block our access to the Town of Hancock Transfer Station as of Jan 1, 2015. Please justify this decision and let us know when the next town meeting is so that this may be discussed. Thank you.

      Hi Bill,
      We’ll be at the meeting on November 6th to discuss the Hancock transfer station situation. I understand that the budget portion of the meeting starts at 6PM. Please confirm.

  4. We are not happy with the BOARDS decision not to agree to the increase. It is nice to go there instead of Delhi.
    I would not mind paying a little more taxes to stay local. You make people show proof that they LIVE in the township of Tomkins. Many do not . Many come from PENN. thank you from the both of us.
