The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With William Layton leading in the Flag salute.

Present:

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Peggy Backus – Councilperson
  4. Brian Albanese – Councilperson
  5. Tim LaTourette – Councilperson


Others:

  1. Michelle Phoenix – Town Clerk
  2. Nancy Roberts – Bookkeeper

 

Opening of mowing bids for sewer district/award:
Received 3 bids.
On motion by LaTourette, seconded by Buttel, it was moved to accept lowest bid of $599 per mow from Luther Higley J.R.
Vote: All AYEs – Motion Carried.

Mr. Higley will need to sign a Hold Harmless agreement prior to work being started.

 

Minutes Approval:
On motion by Buttel, seconded by Backus, it was moved to approve the minutes of the regular board meeting held on June 9, 2014.
Vote: All AYEs – Motion Carried.
 

Monthly Financial Reports:
Town Clerk –
On motion by Backus, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk monthly report for June 2014.
Vote: All AYEs – Motion carried.

Supervisor –
On motion by Albanese, seconded by Buttel, it was moved to approve and place on file the supervisor’s financial report, dated July 14, 2014.
Vote: All AYEs – Motion carried.
 

 

Other Reports:
Planning Board – None

Assessor – July 2014 Monthly report was provided for Board to review.

Highway Superintendent –

  1. Some roads have received cold patch.
  2. Magnesium Chloride has been put on all dirt roads and extra was put on in front of homes.
  3. Windfall and Dry Brook are ready to have 2 inch put on. There may a delay on Windfall due to clear cutting of pines being done on a property on the road. Ron doesn’t want the equipment to damage the new stone.
  4. Damage from recent storm was minimal with exception of [Carcass Brook and Carroll Hill].
  5. Preparation and cutting back brush has been done on the road from Rainbow lodge to city property to prepare it to get redone.
  6. Summer help has been weed eating, washed outside of Town building, Stained deck at Kelsey house.
  7. 2.6 miles on Dryden Rd needs to be resealed.
  8. Next year Ron would like to seal roads, Depending on funds received from CHIPS. They have gotten behind with the sealing of roads. Ron estimates the cost to be someone where around $16,000 – $17,000.
  9. Ron requested the summer help to be able to continue to work an addition 3.5 weeks. On motion by LaTourette, Seconded by Backus to approve an addition 3.5 weeks of work for the summer help. Vote: All AYEs – Motion carried.
  10. Ron discussed with the Board the need for an additional Employee; Ron stated things are getting behind because of not having enough men to finish jobs.

 Dog Control Officer –

  1. Received [two] calls this past month.
    • There keeps being an issue with the same dog on Dryden being picked up and taken to the pound.
    • Received a call about a missing pit bull / lab mix – Dog was found by someone in Walton.
  2. Received the HCHS 2014-2015 contract – Michelle will call them about unanswered questions.

 

Supervisor –

  1. Received an agreement from CWC for the Town of Tompkins to sign for reimbursement of fees, and expenses of professional consultants and/or attorneys retained by the Town to review, analyze and/or assist in the administration of real property taxes paid by NYC or City-owned land up to Four Thousand Four Hundred Dollars$4,400.00 On motion by Albanese, seconded by LaTourette, to make said agreement Resolution 9-2014 and have William Layton sign and to act on behalf of The Town of Tompkins. Vote: All AYEs – Motion Carried.
  2. Flood committee meeting is set up for Tuesday July 15th 2014.
  3. A Grant has been applied for to help purchase a truck.

Other:
The Cannonsville Reservoir reunion will be held at the Town of Tompkins Town hall on July 27th 2014.

 

 

Sewer District:
On motion by Layton, seconded by Buttel, it was moved to approve change order #9.
Vote: All AYEs – Motion Carried.
 

On motion by Layton, seconded by LaTourette, it was moved to approve and for the supervisor to sign pay application #15.
Vote: All AYEs – Motion Carried.
 

On motion by Layton, seconded by Backus, to approve the Abstract of Claims for July 14, 2014 for the sewer district in the amount of $313.19.
Vote: All AYEs – Motion Carried.
 

The invoice received by Ben Reynolds Construction in the amount of $8,200.00 will not be approved until the work is completed at the Fire hall. Bill will inquire about this issue. After the work is complete the bill will be sent to CWC to be paid.
 

 

Abstract of Claims
On motion by Backus, seconded by Layton, it was moved to approve the Abstract of Claims for July 14, 2014 as follows:
General Fund: $4396.33
Highway Fund: $23406.37
Vote: All AYEs – Motion carried.
