The special meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY.

Kevin Young
Kevin reviewed the process of which the town will need to go through to form the sewer district. Kevin supplied Detailed Engineering Report for the Board to review also discussed the sewer use law and supplied a sample law to be reviewed. Kevin explained it will take 3 – 4 meetings to form the sewer district.
Kevin supplied a resolution authorizing the Establishment of a sewer district and scheduling a public hearing(09-2011). On motion by Stuendel seconded by Layton it was moved to accept resolution 09-2011 and to hold a public hearing on May 23, 2011 at 6:00 pm.
Vote: All AYES – Motion Carried
Kevin also supplied a resolution of the Town of Tompkins Board accepting proposed sewer use law and scheduling public hearing for same (10-2011). On motion by Stuendel seconded by LaTourette it was moved to accept resolution 10-2011 and to hold a public hearing on May 23, 2011 at 6:15 pm.

Shelly Johnson
Shelly reviewed with the board the ability of the Board to restrict both fee acquisition and the acquisition of conversation easement within the 1997 Designated Hamlet Area.
After much discussion a Motion was made by Stuendel seconded by LaTourette to pass resolution 11-2011, to restrict both fee acquisition and acquisition of conservation easement within the 1997 Designated Hamlet Area and thus directs the Town clerk to:
• hold a public hearing on May 23, 2011 in the Town Hall at 7:00 pm to solicit public comment as set forth above.
• The Town Board instructs the Town Clerk (or her designee) to notify all property owners (based on the most recent assessment roll) within the 1997 Designated Hamlet Area by letter of the opportunity to submit comments and appear at the hearing regarding the above; and
• Public Comments may be submitted in writing or at the hearing. All written public comments must be received by close of business day May 23, 2011

Report – Highway Superintendent
• Summer Help – Dan Gehl and Devon Constable are interested.
• Grit Money – Would like to see us get more grit then was budgeted.
• Painting of truck boxes – wing plows and plow frames were also done.
• Sander on 1 ton – new conveyer chain, sprocket, bearing. Drive chains, weld and straighten cross brackets
• Grey Rd and Pine Swamp under mining and are in need of new pipes, after much discussion it was agreed upon to have pipes and road s repaired.
• 2005 1 ton running rough again.
• 2004 1 Ton lost power going up hills – at Hanley’s
• Roads are being swept and cold patch being applied
• Questioned if Lamont wants test holes filled in, Lamont said to wait.
• Asking about taking 2 old nose plows and 1 york rake to auction, after much discussion board agreed to let them be taken to auction.
• Discussion on County plow money.
• Boom mower – have quotes, after much discussion board had some further questions that needed to be answered about warranty before coming to a decision. Ron to bring back answered questions to board members, Ron was concerned that the current price will change by May 1st so he will get these questions answered as soon as possible.
