Planning Board Minutes are  submitted for posting only after they’ve been approved at the planning board’s next scheduled meeting.  cfs

The March Planning Board meeting was called to order at 7:05 pm by James Fox, Chairman.

Those Present:  James Fox, Chairman, PB members Russell Thurston, Paul Bartholomew, Sebastian D’Agati, Nancy LaTourette, Angela Porpora; Guests Nancy Johnson and Carl Stuendel for the Town of Tompkins Board; and Kristin Janke-Schneider for Delaware County.

The minutes from the December 2010 meeting were approved.  Kristin Janke-
Schneider noted that there were some missing minutes from her records.  A discussion followed as to procedure.  Angela stated she will take minutes when she is at meetings noting that there will be times she cannot attend.  Paul Bartholomew stated he will take notes as well.  James Fox reminded all the normal procedure is that the minutes be disseminated to the PB members for their input via e-mail; at the following month’s meeting the minutes will be offered for approval; once approved, they will then be forwarded to the Town of Tompkins for publication on its website.

The following business came before the Board:

  1. Carl Stuendel stated that he was in attendance because of work he and Nancy were in process of with regard to the Town of Tompkins Sub-division Regulations and their proposed changes and or corrections.  Kristen stated she was also reviewing the regulations and was working on changes that had been talked about; amending procedural issues.

Since there was another guest waiting, it was decided to further pursue this discussion after the guest was heard.

  1. Ward Mack, Land Surveyor appeared on behalf of the LoGozzo family, Finch Hollow Road I/S Frank Beers Road.  Mr. Mack is seeking permission for a sub-division for on a piece of land for the family.  They would like it equally divided into three parcels plus a fourth that now includes a house.
    Mr. Mack produced a sketch plan and asked the PB for a classification.  He also was looking to be sure that there would be no problem with the layout as currently sketched.  (It should be noted here that the layout showed lots to be very long and narrow.)
    The PB advised Mr. Mack that he would need soils tests and as well, he will need to talk with Town of Tompkins Highway Superintendent.  Kristin will get an opinion from the County Highway Superintendent with regard to driveway feasibility on the limited narrow lots.Sebastian D’Agati motioned that the PB classify the LoGozzo project and sketch as a minor sub-division.  Russell Thurston seconded the motion.  The motion carried unanimously.Mr. Mack stated that he would pursue PB recommendations and return.

Paul Bartholomew noted that the current sub-division regulations have a guideline that any lot improvement should not exceed 4x width.  The sketch presented by Mr. Mack did not follow this guideline.  Kristin stated that she will research these dimensions with the County and report back to the PB.

Kristin then discussed simple, minor and major sub-divisions and their thresholds.  She told us that the simple sub-division should be set aside in favor of the minor as they were virtually the same.  Kristin said she will redraft wording to change simple to minor and present to the PB for approval.

The PB agreed that it needs to pursue this item and then make recommendations to the Town Board.

Paul Bartholomew motioned that we let Kristin draft a document with changes.  Sebastian D’Agati seconded the motion.  The motion carried unanimously.

With no further official business to come before the Planning Board, adjournment of the March 2011 meeting was motioned by Russell Thurston.  The meeting adjourned at 9:15 pm.
