Town Clerk position:

The applicant was interviewed by the Board members.

After review of all the applicants, the decision was made by the Board to offer the position to Michele Phoenix.  Some of the applicants did not possess the qualifications required to do the job, and some were no longer interested in the position.  Bill Layton will contact the applicant on the weekend to see if still interested in the position and if so, will offer her the job.

On a motion by Layton, seconded by Backus, it was moved to give the new hire for Town Clerk position a 60 day trial period.

All AYES, Motion Carried

Dog Law:

The proposed Dog Law was reviewed and discussed.   On a motion by Layton, seconded by LaTourette, it was moved to accept the DRAFT of the Dog Law depending on Attorney Wood’s review and approval.  Gail is to contact Attorney Wood for final approval.

The separate proposed fee schedule was reviewed and discussed and compared to what other towns were proposing.  On a motion by Backus, seconded by Layton, it was moved to accept the fees reflecting the increases.

The Public Hearing notice as written by Crane was reviewed.   On a motion by LaTourette, seconded by Layton, it was moved to approve the Public Hearing Notice as written with instruction to put in the Walton Reporter for the weeks of November 29th and December 6th, 2010.

Donation money received:

Layton had discussed the donation money received by the Town with Attorney Wood with regard to what limitations the Town has regarding the spending of this money.  The Attorney recommended that this money go to the General Fund and be spent on regular Budgeted expenditures, it is NOT recommended that this money be spent on functions such as retirement dinner for employees, or luncheon for employees, etc.  The Attorney feels that no matter the source of the income, it is TAXPAYER money and should only be spent on necessary expenditures for the Operation of the Town.

Budget:

The Budget was signed by the Board member present.  Bill took the paperwork to have the other Board Member sign them.
