Draft Minutes
The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:06 pm in the Town meeting room, Trout Creek, NY. With Layton leading in the Flag salute.

  3. Ron VanValkenburg – Highway Superintendent
  4. Kyle McLaughlin – Deputy Highway Superintendent
  5. Delana Wood – Resident
  6. Richelle Wood – Resident

Floor Time/Guests: Delana & Richelle Wood came to hand in their letters of interest to attend 4-H Camp in 2022 and to give the board a dessert. The board thanked the girls for their interest and dessert.  

Bid Opening for Stone – Received two bids one from Carver & one from Cobleskill stone – See Resolution 31-2020 for approval of bid.  

A motion was made by Albanese, seconded by Layton, approving the minutes of the Regular meeting held on February 8, 2022.
Vote: in favor – Motion carried

On motion by Backus, seconded by LaTourette, it was moved to approve the Abstract of Claims for March 8, 2022 as follows:
General Fund: $19,231.78
Highway Fund: $33,417.75
Vote: All in favor – Motion carried.

Monthly Financial Reports:
On motion by Backus, seconded by Albanese it was moved to receive, and place on file the Town Clerks, monthly report for the February 2022.
Vote: All in favor – Motion Carried

On motion by LaTourette, seconded by Backus, it was moved to approve and place on file the supervisor’s monthly financial reports as of February 28, 2022 dated 3/08/2022
Vote: All in favor – Motion Carried

On motion by Backus, seconded by Buttel to approve the sewer districts Abstract of Claims for March 8, 2022 as follows $3883.27
Vote: All in favor – Motion carried.

On motion by Backus seconded by Albanese it was moved to approve and place on file the sewer districts monthly financial reports as of February 28, 2022 dated 3/08/2022.  
Vote: All in favor, Motion carried.

On motion by Buttel, seconded by Albanese to award the bid received by Carver sand and Gravel as the primary supplier, to also allow Ron VanValkenburg to use Cobleskill stone products with the bid price they provided in emergency purposes.
Motion Carried – All in favor

On Motion by Layton seconded by Buttel, it was moved to approval to pay for the Town of Tompkins youth to attend 2022 4-H Camp with the requirement that each youth send a letter of interest in attending.
Vote: – All in Favor – Motion Carried

Received letters of interest from Cierra Allen, Delana Wood, Richelle Wood

On motion by LaTourette seconded by Buttel to approve payment of Cierra Allen, Delana Wood and Richelle Wood to attend 2022 4-H Camp. 
Vote: All in Favor, Motion Carried

Sewer District workers report – Provided February’s report  

Assessor – None

Planning Board – None. 

Dog control Officer – None

Highway Superintendent

  1. Ron reported the 2022 Agreement for expenditures of highway monies and the list of roads he would like to repair in 2022. With the sum being $175,000 and to include 78 miles of Town highways, including sluices, culverts and bridges having a span of less than 5 ft and boardwalks or the renewals thereof. RESOLUTION #32 – AGREEMENT FOR EXPENDITURES OF HIGHWAY MONIES FOR 2022 – On motion by LaTourette seconded by Buttel to approve the 2022 Agreement for expenditures of highway monies in the sum of $175,000. All in Favor, Motion Carried.
  2. Ron Reported that the Delaware County Watershed sent a letter approving the reinforcement of Dry brook.
  3. Ron Reported that the bidding process and purchase is still delayed due to no availability of trucks. As he is still on the lookout for production.
  4. Ron Reported that he still has not heard on when he will receive the new 10-Wheeler
  5. Ron stated that whenever the new 10-wheeler comes in that the Board should look into bidding out for another 10-wheeler.
  6. Ron Reported that it was 17 yrs. ago this day that the Town Highway Garage had its fire.
  7. Kyle Reported that the crew has been working on trucks, cutting brush, doing maintenance to the equipment
  8. Kyle Reported that there was a small fire on the 2006 pickup and was extinguished quickly with minor damage.
  9. Kyle Reported that he has been told that the new motor has been put in the 2013 but they are still waiting for completion on the repair.

Supervisor –

  1. Layton reported Tim Bennett is in the process of taking the Board of Assessment review training.
  2. Layton reported that the school house committee will contact someone when the school house has an event so that the snow removal is done prior.
  3. Layton reported that the Town has agreed to accept the terms that lawyer has sent to gain access to the fire Tower, waiting to hear the response from the lawyer.
  4. Layton reported he found that the Town has insurance coverage up to 3 million for all locations and the Town shed building was appraised in 2021 for $997,000. Albanese spoke with insurance agent and to raise our coverage to 5,000,000 total coverage a year the cost would be an additional $2,300. With the cost of goods and services going up it would be advisable to raise our coverage limit to protect the towns financial interest in the event of a total loss. RESOLUTION #33 – APPROVAL OF RAISING THE INSURANCE COVERAGE FOR ALL TOWN LOCATIONS On motion by Albanese Seconded by LaTourette to was approved to raise the Towns insurance coverage to $5,000,000. All in favor, Motion
  5. Layton reported he spoke with other Town Supervisors on who they have do their audits. Layton and Albanese will look into getting more quotes.
  6. Layton reported that Delaware County has raised their mileage rate to $58.5 a mile. RESOLUTION #34 APPROVAL TO RAISE THE MILEAGE REIMBURSEMENT TO $58.5 On motion by Buttel seconded by LaTourette to raise the Town of Tompkins mileage reimbursement to $58.5. Vote – All in Favor, Motion carried.
  7. Layton reported that he called the union to set up negations and found that Roberta Dunker was out with medical issues. Layton will find out who else can represent the union for negations and get back to the board.
  8. Layton Reported that he spoke with Frank Morgan and he will repair small repairs at the Town Hall, he agreed to paint, repair drafts around windows, fix eves, patch cracks in walls/Ceilings.  But would not be able to do any of the following until after the roof is repaired. 

Other – Albanese reported that summer maintenance of the Town and sewer district properties needs to be advertised. Upon further discussion it was found that the Town only needs quotes. Board will ask the businesses that did it the prior year if they are interested and if so to send in a quote
