The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Tim LaTourette leading in the Flag salute.

Floor Time/Guests: Backus asked if the board was aware of the opt out option for the late hunting season and that Delaware County has approved the opt out option. Backus explained it would be difficult for the snowmobilers to ride if the extension was approved for the late hunting season.

Backus also asked if it would be okay to designate the creamery parking lot as a parking and ride area for the snowmobile season. VanValkenburg stated he seen no problem with that issue and that they hardly every use the creamery for the Winter time and it is just used for storage of equipment.

RESOLUTION # 86 APPROVALS OF MINUTES – Septembers’ Regular Meeting
A motion was made by Buttel, seconded by LaTourette, approving the minutes of the Regular meeting
held on September 14, 2021.
Vote: All in favor – Motion carried  

RESOLUTION # 87 ABSTRACT OF CLAIMS
On motion by LaTourette, seconded by Buttel, it was moved to approve the Abstract of Claims for October 12, 2021 as follows: General Fund: $4,703.42
Highway Fund: $131,921.60
All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION # 88 TOWN CLERKS MONTHLY REPORT
On motion by LaTourette, seconded by Buttel it was moved to receive, and place on file the Town Clerks, monthly report for the month of September 2021.
All in favor – Motion Carried

RESOLUTION # 89 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by LaTourette, seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of September 30, 2021 dated 10/12/2021.
All in favor – Motion Carried

RESOLUTION # 90 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by LaTourette, seconded by Backus to approve the sewer district’s
Abstract of Claims for October 12, 2021 as follows: $3770.96
All in favor – Motion carried.

RESOLUTION #91 SEWER DISTRICT FINANCIAL
On motion by LaTourette seconded by Layton it was moved to approve and place on file the sewer districts monthly financial reports for September 2021 dated 10/12/2021.
All in favor, Motion carried.

OLD BUSINESS:
Layton spoke with Building Inspector from Hancock and he is not interested in the position

Layton contacted Dale McCall, Frank Morgan and Greg Kole for quotes on roof repair for Town building. He only received a quote from Greg Kole. Upon discussion it was decided not to open quote from Greg because board agreed the roof needs to be tin, have the copula removed and placed back on for decoration only and vents need to be installed. The Town will purchase all the material they just need quotes for cost of labor for the repairs.

RESOLUTION #92 – 2021/2022 SNOW REMOVAL OF SEWER DISTRICT PROPERTIES
On motion by Backus, seconded by Buttel to award quote of snow removal to Dave Stanton in the amount of $140.00 per removal of snow of all SD properties.
All in Favor, Motion Carried

Review of the 2022 tentative budget and the following changes were made All positions excluding DCO and Safety / Code enforcer to receive a 3% raise, to have A1910.4 Insurance fund stay at $31,000.

To change legal fees on the sewer district budget at $2100.

RESOLUTION #93 – 2022 BUDGET – MAKING TENTATIVE BUDGET THE PRELIMINARY, SETTING UP PUBLIC HEARING ON NOVEMBER 4, AT 6:45pm
On motion by LaTourette, seconded by Buttel to make the 2022 tentative budget with changes the 2022 preliminary budget and to set up public hearing for preliminary budget on Thursday, November 4th 2021 at 6:45PM.
All in favor Motion Carried

  

NEW BUSINESS:
VanValkenburg asked the board were and how the highway employees are to get their boots. Layton stated if the guys purchase them to submit a bill for reimbursement and that if they know of a place were an account can be set up to let the board know and they can look into setting up an account.

REPORTS:
Sewer District workers report – Provided – Brett French was here to provide report and to answer any questions.

Assessor – None

Planning Board – None. 

Dog control Officer – None

Highway Superintendent –
1. Next year the highway would like to use the grindings and for that to be done they would need to get a crusher to grind, that most likely would need to be bid out. They would also have to mix oil in with the grindings.

2. Been out cutting trees, boom mowing, pipes have been changed on South Dry Brook, would like to seal that road next year, working on equipment, Ditch work, hauled gravel, Chamberlin Brook has received rip rap.

3. Helped Walton and Franklin

4. 1995 chevy had tie rod and shocks replaced.

5. 2013 is back from repairs

6. Pug Milling will be done on Readburn road in 2023 it will need pipes changed

7. Priced pipes at Chemung supply and they will cost about $61,000.

Supervisor –
1. Spoke with Joe Castaline from Young / Summers about the property right of way for the fire tower and he will need a survey map.
2. Called Gary Hawk about stripping floors in Town Building and he has yet to get back with a quote. Layton will contact floor fool for a quote.
