The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With Ron VanValkenburg leading in the Flag salute.

Present:
1. William Layton – Supervisor
2. Howard Buttel – Councilperson
3. Peggy Backus – Councilperson
4. Brian Albanese – Councilperson

Others:

Guest Speakers:
Janet Hulse approached the board asking what they thought about a project she would like to do. The Board seen no issues with what she would like to do for the community.

Toro Ruben – discussed his interest in purchasing the Kelsey Community House if the Town ever was to sell it.

Lynne VanValkenburg questioned the status of putting in a phone/internet at the School house for emergency purposes. Lynne also asked if we could rent to people living outside of Tompkins. It was agreed upon by the Board that it will be allowed but they must pay $75 for rental and a $25 deposit that would be returned providing everything is as they left it, also they much supply a homeowner’s rider. Lynne also stated the upcoming events planned by the community committee.
Lynne, Mike and Kathy expressed their concern with the way the new roof on the school house was done and it being done in a rain storm, causing damage to the interior of the school house.
Brian examined the school house after the rain storm and noted there was a lot of wet insulation and the longer the wet insulation sits, there will be more issues to arise. Brian stated he took pictures and will be discussion this with the contractor.

Bids:
One bid was received for the 1Ton by Robert green, Bid was submitted on time and had all required paperwork. Board received the bid to review prior to the meeting.
On motion by Albanese, seconded by Buttel, it was moved to accept the bid from Robert Green for the 1 ton in the amount of $40,393.00
Vote: All Ayes

One bid was received for the 2019/2020 snow plowing season for the sewer district properties from Sam Galley. Bid was submitted on time and had all required paperwork. Board received the bid to review prior to the meeting. On motion by Albanese, seconded by Layton, it was moved to accept the bid from Sam Galley in the amount of $90.00 per occurrence.

Minutes Approval:
On motion by Albanese, seconded by Buttel, it was moved to approve the minutes of the regular meeting for September 10, 2019
Vote: All Ayes

Abstract of Claims
On motion by Backus, seconded by Albanese, it was moved to approve the Abstract of Claims for October 8, 2019 as follows:
General Fund: $4109.59
Highway Fund: $17,481.55
Vote: All AYEs – Motion carried.

Monthly Financial Reports:
Town Clerk:
On motion by Backus, seconded by Albanese, it was moved to receive, approve and place on file the Town Clerk monthly report for September 2019.
Vote: All AYEs – Motion carried.

Supervisor’s Financial Report:
On motion by Albanese seconded by LaTourette, it was moved to approve and place on file the supervisor’s monthly financial report as of 9/30/2019 dated October 8, 2019.
Vote: All AYEs – Motion carried.

Sewer District Reports:
On motion by Buttel, seconded by Backus to approve the Abstract of Claims dated October 8, 2019 for the sewer district in the amount of $4290.77
Vote – All Ayes – motion carried

On Motion by Albanese, seconded by LaTourette it was moved to approve the Trout Creek Sewer District, Monthly Financial Report dated 9/30/2019
Vote – All Ayes – Motion Carried

Sewer district workers report – Report provided

Planning Board – None

Assessor – None

Dog Control officer – None

Highway Superintendent
1. Changed pipes, been out patching, boom mowing, putting gravel down, hauled gravel, helped Hancock, Hauled grit,
2. Received a check in the amount of $919 for scrap metal.
3. Fixed a pin in the Boom mower
4. Still looking for part time boom mower help.

Supervisor
1. Reviewed tentative budget, changes will be to 1410.12 from $11.00 to $11.10 to reflect increase in minimum wage, 3510.1, decrease by $57.00 and DA5142.1 Increase to $6,000. On motion by Albanese, seconded by Backus, to make tentative budget the preliminary budget with changes and to set up the public hearing for next month’s meeting. Vote: All Ayes.

2. Bill provided the quotes he had received from Delhi Telephone Co. for the Town of Tompkins, will get the Internet and TV as a free service for all Town owned properties, but will have to pay for phone service. Brian stated he had received different quote amounts. On motion by Albanese, seconded by Buttel to accept and change all Town owned properties, excluding the Sewer district’s service, upon finding out if the Town is in any contract with Frontier and clarification of the discrepancies between the two quotes, Vote: All Ayes

3. Bill showed a letter he had wrote up to the land owner by the Fire Tower asking for a right of way for the Town.

4. Bill found out that we can proceed with the sale of the lot located on the Acuri property can be sold to the new owner of the Acuri property, Ralph Shakarian. Mr. Shakarian must pay the assessed value of the property and all legal fees.

5. Discussion took place on implementing and the training of the new sexual harassment policy.

Other – Brian stated all paperwork has been submitted for the creamery grant for reimbursement and as of yet has heard nothing back.
