The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:03 pm in the Town meeting room, Trout Creek, NY. With Howie Buttel leading in the Flag salute.

Present:
1. William Layton – Supervisor
2. Howard Buttel – Councilperson
3. Peggy Backus – Councilperson
4. Brian Albanese – Councilperson
5. Tim LaTourette – Councilperson

Others:
1. Michelle Phoenix – Town Clerk
2. Ron VanValkenburg – Highway Superintendent
3. Chris Bodo – New Town DCO

Guest Speaker: Chris Bodo was here to introduce himself as the new Dog Control Officer and answer any questions the board may have had for him.

Minutes Approval:
On motion by Albanese, seconded by Layton, it was moved to approve the minutes of the regular meeting for June 11, 2019
Vote: All Ayes

Abstract of Claims
On motion by Albanese, seconded by Buttel, it was moved to approve the Abstract of Claims for July 9, 2019 as follows:
General Fund: $3,169.21
Highway Fund: $18,691.67.
Vote: All AYEs – Motion carried.

Monthly Financial Reports:
Town Clerk:
On motion by Albanese, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk monthly report for July 2019.
Vote: All AYEs – Motion carried.

Supervisor’s Financial Report:
No Report due to Bookkeeper being on Vacation.

On motion by Albanese, seconded by Buttel to approve the Abstract of Claims dated July 9, 2019 for the sewer district in the amount of $2350.16
Vote – All Ayes – motion carried

On Motion by Albanese, seconded by Buttel it was moved to approve the Trout Creek Sewer District, Monthly Financial Report dated 6/30/2019
Vote – All Ayes – Motion Carried

Other Reports:
Sewer district workers report – Provided

Planning Board – None

Assessor – Provided – Wendy was also present and stated that they had no one come for grievance day.

Dog Control officer – Heart of the Catskills Humane Society Yearly agreement was provided. On motion by Albanese, seconded by Backus to approve and return the agreement for services between the Town of Tompkins and HCHS.
Vote – All Ayes – Motion Carried

Highway Superintendent
1. Working on 2/10 of a mile on Tower Mtn. There is 7 miles to do in the future.
2. Ditch work, Pipes changed, mowing, pot holes filled, and boom Mowing has been done.
3. Working on equipment
4. Helped Walton and Colchester
5. Dust control has been applied
6. Getting another $31,152.99 for extreme weather recovery from NYS. Ron wants to use it to seal a portion of the road that goes to the Rainbow. And to buy stone.
7. Ron would like to put a truck out to bid but is having trouble getting information he needs to do so.

Supervisor
1. We were turned down for the Fire Tower Grant.
2. Received the ballot for the executive committee of coalition of watershed Towns.
3. School house roof – On motion by Buttel seconded by Albanese to award the bid received from Frank Morgan for the replacement of the school house roof. Vote: – All Ayes, Motion Carried.
4. Sale of the small property in front of the Big White Barn. On Motion by Buttel, seconded by Backus to approve resolution 13-2019, Declaring Town of Tompkins tax map number 227.-1-1-31 surplus property that is subjected to permissive referendum, and to advertise as such in the Reporter. Vote – All Ayes – Motion Carried.
