The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:01 pm in the Town meeting room, Trout Creek, NY. With Howie Buttel leading in the Flag salute.

Present:

Minutes Approval:
On motion by Buttel, seconded by Backus, it was moved to approve the minutes of the regular meeting for April 9, 2019
Vote: Buttel, LaTourette, Backus, Layton – Ayes
Albanese – Abstain – Motion Carried.

Abstract of Claims
On motion by Buttel, seconded by Backus, it was moved to approve the Abstract of Claims for May 14, 2019 as follows:
General Fund: $9,704.06
Highway Fund: $47,169.84
Vote: All AYEs – Motion carried.

Monthly Financial Reports:
Town Clerk:
On motion by LaTourette, seconded by Layton, it was moved to receive, approve and place on file the Town Clerk monthly report for April 2019.
Vote: All AYEs – Motion carried.

Supervisor’s Report:
On motion by Backus seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial report as of 4/30/2019 dated May 14, 2019.
Vote: All AYEs – Motion carried.

On motion by Backus, seconded by Albanese to approve the Abstract of Claims dated May 14, 2019 for the sewer district in the amount of $2931.89
Vote – All Ayes – motion carried

On Motion by Albanese, seconded by LaTourette it was moved to approve the Trout Creek Sewer District April 2019, Monthly Financial Report dated 5/14/2019
Vote – All Ayes – Motion Carried

Assessor – Provided – Wendy was also present to address any questions the board may have.

Highway Superintendent
1. Ron provided his request for the “Agreement for Highway Expenditure’s”. On motion by Backus, seconded by Buttel agreeing to the repairs and submitting he agreement Delaware County and also filed in the Town of Tompkins Clerks off of the following: Eastview Rd to St. Rt. 206 – 1.01mile’s, Windfall Rd to St. Rt. 206 – 2.17mile’s, Higley Rd – St. Rt. 206 – 1.30 mile’s, Abe Boice Rd – St. Rt. 206 – 1.05 miles, Bullock Hill Rd – St. Rt. 206 – 3.64 mile’s, Castle View Rd – Bullock Hill Rd – .60 mile, Locker Ln – .40 mile, Mountain view dr. – .72 mile.

2. Been out fixing roads, and repairing small damage from a rain storm.

3. There has been an issue with beaver’s on Readburn Road, they had filled in one of the pipes and caused damage, the pipe has been changed and Ron has looked into what needs to be done to trap the beavers.

4. This year we had received $203,534 in CHIPS

5. Ron stated that the 2007 International dump box needs replacing, Ron has received an estimate and questioned if he can get a new one.

6. Ron would like to replace the 2014 1-ton it is rusting out. This truck would make someone a good truck.

7. The sander for the 2014 1-ton needs replacing and would like the board to consider replacement, Ron will bring back prices to next months meeting.

8. Ron questioned if the Town was approved to get summer help. He was approached by two girls asking for the positions, they are both over 18. Ron questioned the pay they would receive. The board stated summer help will be paid $12 and hr.

9. Ron stated he would be short handed until January 2020 due to an employee going out for surgery. Ron asked if he could hire a part time person to fill the spot. Ron stated he was approached by Gretchen Decker to fill the position for the summer until she goes back to college. A discussion took place as to what the Town would have to do to hire a part time employee.

Supervisor
1. Bill received a call from a realtor questioning what needs to be done for the Town to sell the small section of property on the Acuri property. Bill stated he would bring it up to the board. It was discussed that the Town will sell the property. Bill will contact lawyer as to the process that needs to be done.

2. Chad Trimbell stated he has contracts for all the generator servicing and will get them to the Town for approval.

3. Bill brought up the that the Town should have a purchasing committee(s). It was agreed that Tim LaTourette and Howie Buttel would be on the Highway purchasing committee, other committees for purchases will be figured out at a later time. Purchases shall be as follows, Committee gets together with employee or office requesting a large purchase and they will agree upon the item for purchase, they will gather all information for the item requested purchased and bring their recommendations back to the Town Board at an official meeting. The Board will review the recommendations and agree or not agree to have the committee do the specifications and advertise in the paper. The advertisement will state all bids to be sent or given to the Town Clerk, it will also state that the bids will be opened publicly at the Town Clerks office on a specific date, during a set clerk hour. The bid opening will also be 1-2 weeks before a Town Board meeting. The Town clerk will stamp each bid as it is received with date received. The Clerk will open the bids publicly and record bids received. The Town Clerk will make copies of each bid received and give copies to each board member for review before the next Town Board meeting. At the next available board meeting the Town Board will vote to accept or decline and or award a bid.

Other
On motion by Layton, seconded by Buttel to approve the following campers to attend 4-H camp in 2019. Sierra Allen, Kendyll McDonald and Levi McDonald.
Vote – All Ayes – Motion Carried

Brian questioned again as to status of the sale of the Kelsey building.

Brian had brought up about the replacing the roof of the Town building, after a short discussion the board felt there was no need in replacing it at this time.
Brian also stated that the School house needs to have roof replaced before all the work and money that was put into it to repairs are ruined.
