The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:01 pm in the Town meeting room, Trout Creek, NY. With Brian Albanese leading in the Flag salute.

 

Present:         

  1. William Layton – Supervisor
  2. Howard Buttel – Councilperson
  3. Peggy Backus – Councilperson
  4. Brian Albanese – Councilperson
  5. Tim LaTourette – Councilperson

 

Others:

  1. Michelle Phoenix – Town Clerk
  2. Nancy Roberts – Bookkeeper to the supervisor
  3. Ronald VanValkenburg – Highway Superintendent

 

Guest Speakers: None

 

Minutes Approval:
On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the regular board meeting held on September 8, 2014.
Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:
Town Clerk –
On motion by Buttel, seconded by Backus, it was moved to receive, approve and place on file the Town Clerk monthly report for September 2014.
Vote: All AYEs – Motion carried.
 

Supervisor’s Report –
On motion by LaTourette, seconded by Backus, it was moved to approve and place on file the supervisor’s financial report for September 2014.
Vote: All AYEs – Motion carried.
 

 

Other Reports:
Planning Board – None. The planning board had stated to Bill that they may not have meetings if there is no business.
 

Assessor – None
 

Highway Superintendent –

  1. Received $1996 in money for scrap metal.
  2. Working roads
  3. Various loads of gravel have been put on roads.
  4. All gravel from gravel bank has been hauled over to gravel pile.
  5. Approximately have 50 loads left to crush and Ron asked if there was money to have this done.
  6. All working of roads for 2014 has been completed.
  7. Some repairs have been done on trucks
  8. Ron stated that grit may be used this year with the salt for the County Roads.

 

Dog Control Officer – None
 

Supervisor –  

  1. Our bill for the use of the Transfer Station in Hancock for Town of Tompkins residents in prior years has been $2200. This year we had received a bill for $5000. Bill had looked into this and had been told that only 68 residents of Tompkins had used the transfer station. On motion by Albanese to cease participation in the use of the Hancock transfer station due to rate increase for all Town of Tompkins residents, Seconded by Backus. Vote: All Ayes
  2. Closure of Rock Rift Road – Bill is going to contact Wayne Reynolds and discuss steps on doing a total abandonment or a 90 – 10 split.
  3. Discussion took place on the issue with the fire district coverage between Hancock and Tompkins. Bill will contact Luther Higley to discuss this again.

Other:
The Board reviewed and discussed figures on the Tentative budget for 2015. On motion by Layton, seconded by Buttel to accept the tentative budget tonight with discussed changes and make it the preliminary budget.
Vote: All AYEs – Motion carried.
 

 

Sewer District:
On motion by Albanese, Seconded by Layton it was moved to approve and for the supervisor to sign pay application #18.
Vote: All Ayes
 

On motion by Backus, Seconded by Albanese to approve the Abstract of Claims for October 14, 2014 for the sewer district in the amount of $21,982.14
Vote: All Ayes
 

There has been a walkthrough of the sewer district and a punch list has been compiled of items that needed to be complete before final payment can be made. After all items on the punch list are completed and are satisfactory Lamont will approve final payment. Lawn settlement will be exempt from this punch list and will be again reviewed in the spring of 2015.
 

Resolution 11-2014
On motion by Backus to authorize the sewer use assessment to be included on the real property tax bills and authorizing the Town Clerk to file the 2015 sewer rates of the Trout Creek Sewer District with Delaware County, 2nd by Buttel
Vote: All Ayes – Motion Carried.
 

 

Abstract of Claims
On motion by Layton, seconded by LaTourette, it was moved to approve the Abstract of Claims for October 14, 2014 as follows:
General Fund: $9951.99
Highway Fund: $102,134.75
Vote: All AYEs – Motion carried.
