The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With T. LaTourette leading in the Flag salute.

Floor Time/Guests: James Gardner presented the board with Stamford’s law allowing ATV on local Town Roads. James asked if the law would be something the Town of Tompkins would consider allowing. After much discussion there are many questions that need to be answered before the Law can be considered.

Mike Gallen asked the board why his school taxes went so high. Wendy Layton explained that the department of taxation and finance raised the Town equalization rate which in turn raised the school taxes and will raise his Town and County taxes.

RESOLUTION # 78 APPROVAL OF MINUTES
On motion by LaTourette seconded by Buttel, approving the minutes of the Regular meeting held on September 12, 2023.
Vote: in favor – Layton, Buttel, LaTourette Albanese, Abstain – Backus – Motion carried

RESOLUTION # 79 ABSTRACT OF CLAIMS
On motion by Backus, seconded by LaTourette, it was moved to approve the Abstract of Claims for October 10, 2023 as follows:
General Fund: $16,414.17
Highway Fund: $128,832.07
Vote: All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION # 80 TOWN CLERKS MONTHLY REPORT
On motion by Albanese, seconded by Backus it was moved to receive, and place on file the Town Clerks, monthly report for September 2023.
Vote: All in favor – Motion Carried

RESOLUTION # 81 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by Albanese, seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of September 30, 2023 dated 10/10/2023.
Vote: All in favor – Motion Carried.

RESOLUTION # 82 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Layton, seconded by Buttel to approve the sewer districts Abstract of Claims
for October 10, 2023 as follows:
$3835.90
Vote: All in favor – Motion carried.

RESOLUTION #83 SEWER DISTRICT FINANCIAL
On motion by Albanese seconded by LaTourette it was moved to approve and place on file the sewer districts monthly financial reports for September 30, 2023 dated 10/10/2023. 
Vote: All in favor, Motion carried.

OLD BUSINESS –
RESOLUTION # 84 TO MAKE 2024 TENTATIVE BUDGET TO 2024 PRELIMINARY
On motion by Albanese seconded by Backus 2024 tentative Town and SD budget and making them the 2024 Preliminary budget’s and to set up a public hearing to be held on November 9th 2022 at 6:45 PM.
Vote: All in favor – Motion carried.

Sewer District workers report – Provided.

Assessor – None

Planning Board – None

Dog control Officer – None

Highway Superintendent –

  • Ron reported roads have been sealed, roads have been worked, Gravel has been hauled, new pipe is going in, work has been done on Edwards mower.
  • Ron reported the New Holland has an oil leak under cab and is being worked on
  • Ron reported the boom mower is 12 yrs old a new one will be needed soon.

Supervisor –

  • Layton received an email from Albanese with the Audit, Albanese stated everything in the audit was positive except for a few small practice issues.
  • Layton stated he has heard nothing new on the fire tower road.
  • After looking into all that would be needed to install the donated Christmas decorations on light poles, the board decided that it will not take donated Christmas decorations from Walton.
  • Josh cutting filled in holes and painted walls in break/meeting room.
  • On motion by LaTourette seconded by Buttel to have Josh Cutting do the rest of the work and painting to the rest of the Town of Tompkins building. 
    Vote: All in favor – Motion carried.
  • On motion by Layton, seconded by Backus to have Town Clerks hours posted.
    Vote: All in favor – Motion Carried

On motion by Layton, Seconded by LaTourette, it was moved to have the Town approve the youths of the Town of Tompkins to only attend Camp Shankitunk in Delhi NY on a yearly basis.
Vote – All in favor – Motion Carried
