The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY. With P. Backus leading in the Flag salute.

Present:

  3. Howard Buttel – Councilperson   
  4. Peggy Backus – Councilperson

  1. Michelle Phoenix – Town Clerk
  2. Nancy Roberts – Bookkeeper to supervisor
  3. Ron VanValkenburg – Highway Superintendent
  4. Ashley Lakin – Resident

Floor Time/Guests: Ashley Lakin asked the board what the guidelines are for the Town to pay for her children to attend swimming lessons. This year she could not attend Walton free lessons because they were full so she drove to Andes which were also free. The board will look into guidelines for the Town to pay for swimming lessons. 

RESOLUTION # 65 APPROVAL OF MINUTES
On motion by Buttel seconded by Layton, approving the minutes of the Regular meeting held on July 11, 2023.
Vote: All in favor – Motion carried

RESOLUTION # 66 ABSTRACT OF CLAIMS
On motion by Backus, seconded by Buttel, it was moved to approve the Abstract of Claims for August 8, 2023 as follows:
General Fund: $4843.59
Highway Fund: $115,767.58
Vote: All in favor – Motion carried.

Monthly Financial Reports:
RESOLUTION # 67 TOWN CLERK’S MONTHLY REPORT
On motion by Backus, seconded by Buttel, it was moved to receive and place on file the Town Clerk’s monthly report for July 2023. Also noted that there was a discrepancy between the Clerk’s report and July’s Building Inspector’s report. After the Building Inspector corrects the discrepancy a new building inspector report for July will be printed for the board to review.

RESOLUTION # 68 SUPERVISOR MONTHLY FINANCIAL REPORT
On motion by Backus, seconded by Buttel, it was moved to approve and place on file the supervisor’s monthly financial reports as of July 31, 2023 dated 8/8/2023.
Vote: All in favor – Motion Carried

RESOLUTION # 69 SEWER DISTRICT ABSTRACT OF CLAIMS
On motion by Backus, seconded by Buttel to approve the sewer districts Abstract of Claims for August 8, 2023 as follows: $2,623.40.
Vote: All in favor – Motion carried.

RESOLUTION #70 SEWER DISTRICT FINANCIAL
On motion by Backus seconded by Layton it was moved to approve and place on file the sewer districts monthly financial reports for July 31, 2023 dated 8/8/2023.
Vote: All in favor, Motion carried.

REPORTS:
Sewer District Worker’s Report – Provided.

Assessor – None

Planning Board – Layton spoke with David Bagley on filling the open position for a planning board member. David Bagley agreed to take the position and schooling for a planning board member.
On Motion by Layton. Seconded by Buttel to appoint David Bagley as a planning board member.
Vote: all in favor – Motion Carried.

Dog control Officer – NONE

Highway Superintendent

  1. Ron reported he received a letter for the 2018 loader to extend its extended warranty. Ron is waiting to hear back on the cost and what will be covered.
  2. Ron reported the insurance company is concerned about vehicle fires for the trucks that do not have a battery disconnect. Layton will call them to ask further questions.
  3. Ron reported he received the email from Nancy requesting figures for the 2024 budget, he stated he is working on it.
  4. Ron reported that gravel hauling from Afton has started.
  5. Ron reported, Pipe has been changed, roads have been graveled, Walton Mtn Rd has been paved, helped other Towns, and mowing has been done.
  6.  Ron Reported the Massey had repairs done on the front end.
  7. Ron reported the dozer needed new parts; it also has no power.
  8. Ron Reported the brush hog has been fixed. Its time to replace it
  9. The 2007 is out again for repairs.

Supervisor –

  • The Town board received a thank you card from Emma, Lilly and Ella Beers for sending them to the 2023 4-H Camp.
  • Spoke with Dave from NYC about the marked areas for the roadway that will go to the fire tower for repairs. He stated everything looks good but to get back to him and to confirm with the utility companies that everything is okay and to contact UDig NY before work begins.
  • The wage sheet for the Town employees needs to be updated.
  • A title of Budget Officer needs to be given to Nancy and discussion of wages for that will be brought up at next meeting.
