The regular monthly meeting of the Town of Tompkins Town Board was called to order at 7:00 pm in the Town meeting room, Trout Creek, NY.

Present:

  1. William Layton-Supervisor
  2. Howard Buttel-Councilperson
  3. Tim LaTourette – Councilperson

 

Others:

  1. Ronald VanValkenburg-Hwy Superintendent
  2. Michelle Phoenix- Town Clerk
  3. Stacie Sovocool – Town Resident
  4. Shelly Johnson – Delaware Co. Planning
  5. Antoine Faison – New Town Resident

 

Pledge to the flag was led by Tim LaTourette

 

Minutes Approval:

On motion by Buttel, seconded by LaTourette, it was moved to approve the minutes of the Board meeting held on May 9, 2011.

Vote: All AYEs – Motion Carried.

On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the Public Hearing regarding Proposal of establishment of Sewer District in the Hamlet of Trout Creek held on May 23, 2011.

Vote: All AYEs – Motion Carried.

On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the Public Hearing regarding the Sewer Use Law held May 23, 2011.

Vote: All AYEs – Motion Carried.

On motion by LaTourette, seconded by Buttel, it was moved to approve the minutes of the Public Hearing regarding Proposed resolution 2011-14 regarding disallowing NYC/DEC Acquisition of land in fee and acquisition of conservation easement within the 1997 MOA Designated Hamlet area of Trout Creek held  May 23, 2011. [See below for passage of Resolution 2011-14.]

Vote: All AYEs – Motion Carried.

 

Monthly Financial Reports:

Town Clerks Report:

On motion by LaTourette, seconded by Buttel, it was moved to receive, approve and place on file the Town Clerk’s May’s monthly report.

Vote: All AYEs – Motion carried.

Supervisor’s Report:

On motion by LaTourette seconded by Buttel it was moved to receive, approve and place on file the Supervisor’s Financial Report.

Vote: All AYEs – Motion carried.

Guest Speakers:

Shelly Johnson – Delaware Co. Planning

Shelly appeared in front of the board to inquire on their decision on resolution 14-2011.  After further discussion a motion was made by Buttel seconded by Layton to approve resolution 14–2011

Vote: All AYEs – Motion Carried

 

Stacey Sovocool – Town Resident

Stacey stated that the Village of Walton is now charging non-Walton residents for swimming lessons.  She asked the board if the Town would be willing to pay for Town of Tompkins’ children to attend these classes with the cost of $45 per session per child.  After much discussion a Motion was made by Buttel seconded by LaTourette to check into this issue and to authorize Layton to make final decision on whether the Town would pay for Town of Tompkins’ children to attend swimming lessons for summer of 2011, due the fact that lessons start before next regular Town Board meeting

Report – Highway Superintendent

  1. There was no auction in Otego so the old York rake was put online for an internet auction
  2. White 1 Ton is running good at this point; some of the work has been paid through General Motors but not all.
  3. 2005 went to country club for a check engine and service air bag light being on.
  4. International is at Ben Funk for valve adjustments and other repairs
  5. Started laying down Calcium on roads
  6. Flood damage – Declared disaster for April 26 – May 8th 2011, working on damage figures
  7. Hauled gravel – Board should consider putting in budget, crushing more stone in 2012
  8. Doing ditch work, fixing signs, mowing, chipping and cold patching.
  9. Work being done on Higley Rd, Higley Spur and Bobs Brook Rd.
  10. Have received the permits for the pipe work needing to be done on Pine Swamp and Gray Rd.
  11. Questioned on hiring summer help. After much discussion a Motion was made by Buttel seconded by LaTourette to allow Ron to hire 2 employees for the summer of 2011 season.

  1.  Tractor and Mower are not in yet.
  2. Grit Pile – need to build it back up.

Report- Supervisor

  1. Questioned Ron if all stone has come in, Ron stated Yes
  2. NAPA in Delhi gives discounts to County and Towns, Advised Ron to check in to this next time needing to place order through NAPA
  3. Addition will not be completed by BOCES by the end of school year. Floors need to be done, after much discussion a motion was made by LaTourette, 2nd by Buttel to have Layton go ahead and get estimates and have flooring completed.

  1. Linda Scott 60 days is up and she is doing a great job and states she is willing to stay, Motion to raise Linda’s pay to $12/hr by Layton seconded by LaTourette

On motion by LaTourette, seconded by Buttel, it was moved to approve the Abstract of Claims for May 9, 2011 as follows: General Fund: $ 5882.10, Highway Fund: $ 73,944.65,

Capital Fund: $ 5248.20

Vote: All AYEs – Motion carried.

On motion by LaTourette and seconded by Layton, it was moved to accept the minutes as read back

On motion by LaTourette, seconded by Buttel, it was moved to adjourn meeting at 8:15 pm.

Next meeting will be at 7pm on July11, 2011 at the Town Meeting Room, Trout Creek, NY.
